For more than 50 years, csONE Benefit Solutions has been helping employers, brokers, and employees navigate the ever-changing world of employee benefits. Founded in 1975, our journey began with a simple vision: to combine expertise, creativity, and technology to create meaningful impact. Today, we're proud to be a full-service General Agency, Enrollment Firm, Benefits Technology Provider, and Third-Party Administrator, delivering innovative solutions while maintaining the personal relationships and exceptional service that have defined us from the beginning.

Our Administrative Services Department is seeking a full-time, 37.5 hours per week, onsite Manager of COBRA Administration who leads, manages, coaches, and mentors the COBRA Administration team to achieve departmental and csONE Benefit Solutions (csONE) objectives.

This is a great opportunity for an experienced Human Resources, Employee Benefits, Benefits Administration, or Compliance professional looking to apply their skills in a hands-on management role. If you have experience working with employee benefits, benefits administration, HR processes, regulatory compliance, or interpreting and applying federal regulations, we encourage you to apply. Direct COBRA experience is valuable, but strong experience in HR, benefits, compliance, or related areas can provide a solid foundation for success in this position.

This is a hands-on, working manager role requiring active participation in day-to-day COBRA administration responsibilities in addition to providing team leadership and oversight.

This position oversees and supports the accurate setup of employer accounts, the timely distribution of COBRA notifications, billing, premium remittance to insurance carriers, and the prompt resolution of inquiries or complaints from continuants, group administrators, and producers. The Manager of COBRA Administration manages a staff of Administrative Services Analysts, leads by example, and works alongside the team as needed to manage workloads, resolve issues, and ensure service standards are met.

The Manager of COBRA Administration offers a competitive salary of $75,000 - $85,000 based on experience. Enjoy excellent benefits, including health, dental, vision, PTO, holidays, a 401(k), tuition reimbursement, and more!

Some of the Responsibilities for this Role:

  • Manages, plans, and monitors departmental workflow to ensure accurate and timely processing of COBRA notices, billings, remittances, and responses to inquiries. Provides comprehensive on-the-job training and guidance to staff, and makes decisions related to employment, performance evaluation, salary recommendations, and other personnel actions.
  • Ensures efficient department performance through effective resource management and supports continuous process improvement initiatives.
  • Motivates, mentors, and develops team members through regular coaching, consistent policy and procedure administration, ongoing performance monitoring, and counseling; ensures compliance with all safety practices and procedures.
  • Communicates both verbally and in writing with continuants, group administrators, and producers, providing guidance on the COBRA Administration process and resolving customer service issues using sound judgment, knowledge of federal regulations, and familiarity with csONE policies and systems.
  • Serves as a technical resource for the csONE sales department by researching regulatory concerns, resolving service issues, explaining policies and procedures, participating in sales and service calls, and acting as a backup representative at benefit fairs.
  • Assists with annual budget preparation, operates within approved budgetary limits, and prepares monthly accounting entries for COBRA Administration functions.
  • Acts as a liaison with other csONE departments to ensure accurate and timely information sharing, supporting efficient cross-departmental workflow.

Skills, Abilities & Knowledge for this Role: Bachelor's Degree in Business, Human Resources, or a related field plus at least two years of related experience, and/or Graduate Degree, including experience with customer service and claims processing, or an equivalent combination of training, knowledge, and/or education.

We are particularly interested in candidates with experience in:

  • Human Resources or HR administration
  • Employee benefits or benefits administration

  • Employee or customer service
  • Claims processing or insurance administration
  • Team leadership, coaching, or staff supervision
  • Managing confidential employee or benefits-related information

We welcome candidates who are detail-oriented, comfortable working with regulations and deadlines, enjoy solving problems, and have a strong commitment to customer service and team leadership.

Direct COBRA experience is not the only path to success in this role. Candidates with transferable experience in Human Resources, employee benefits, compliance, insurance administration, or related fields are encouraged to apply.
