Description of Position:
CSI Support & Development Services is seeking a Project Manager to lead the development of affordable multifamily housing projects for low-income seniors in Michigan, Massachusetts, Maryland and California. Development projects include the recapitalization of CSI’s existing portfolio, the construction of new multifamily housing and the acquisition and renovation of existing multifamily housing. Project Managers lead the development process from initial feasibility of development concept through obtaining site control and entitlements; securing and closing on construction and permanent financing; and transitioning the project to operations. This position will be located at CSI’s headquarters in Warren, Michigan and report to the Development Manager.
Job Duties:
- Lead three to four projects at any one time from project concept through financial closing, Including:
- Provide initial assessments of project feasibility and develop project budgets in coordination with CSI’s finance analysts and construction department.

· Produce and execute on a comprehensive project schedule from funding applications to financial closing, construction and close out. Identify and anticipate impediments to project progress, and potential solutions to overcome them.
· Lead project due diligence including commissioning third party reports. Ensure that reports are completed on schedule and that findings are incorporated into the development plan, timeline and budgets.
· Prepare applications for project financing, entitlements and HUD approvals (when applicable) based on a thorough understanding of project goals and the policies of the approving body.
· Lead financial closings and project close outs, negotiating debt and equity terms and assuring timely completion of all steps required for a successful transaction to construction and operation phases.
· Coordinate with the construction department to ensure that design, engineering, general contracting and third-party consultants understand CSI’s goals and commitments and are working to project schedule.
- Provide support to senior department staff in pursuing two to three new acquisitions or new construction opportunities annually
- Participate in strategic planning and the continuous improvement of the development department and its contributions to CSI’s strategic mission.
- Maintain subject matter expertise in programs, issues and trends related to affordable, senior and cooperative housing through independent research, attending training and conferences and collaborating with CSI staff.
- Advise the Development Manager on potential development opportunities, partnerships, local trends and potential challenges that impact the execution of CSI’s developments.
- Contribute, suggest, and potentially lead special projects to refine department policies and explore methods to better meet CSI’s strategic mission.
- Cultivate and maintain relationships with internal and external partners.
- Represent CSI before public bodies and community meetings.

Qualifications

Knowledge and Skills:
- Two to five years of experience leading commercial or multifamily development, including at least one significant funding application and one financial closing. Experience with low-income housing tax credits, HUD insured financing and project based rental subsidy is highly preferred.
- Knowledge, obtained through relevant academic or professional experience, of the regulatory, financial, and logistical aspects of affordable housing development. Batchlor’s degree strongly preferred.
- High level organizational ability and attention to detail. Demonstrated ability to organize files of complex real estate projects and work to a deadline.
- Excellent communication skills. Ability to speak before groups of people, lead a meeting and appropriately communicate project progress to CSI management.
- Ability to write clearly and persuasively in formal and informal contexts.
- Ability to analyze and apply the following: program materials and applications; legal documents and contracts; governmental policies and regulations; and budgets and proformas.
- Strong financial and analytical skills, including experience with financial modeling.
- Strong negotiation skills and political judgement.
- Ability to use Microsoft Office Word, Excel, and Outlook and willingness to learn additional software applications.
