COMPANY
CSI Compliance conducts compliance oversight reviews for the Federal Transit Administration (FTA). FTA's comprehensive oversight reviews take a broad look at grant recipient management practices as well as compliance with program and administrative requirements across a broad spectrum of topic areas in accordance with 49 U.S.C. Chapter 53. Areas of review include financial management and capacity, technical capacity, maintenance, procurement, civil rights, and others.
CSI Compliance also provides staff support, consulting and training services for State Departments of Transportation, Local Transit Authorities, and Airports across the United States.
CSI is looking for a full-time Compliance Analyst team member that can provide consulting services for our clients receiving U. S. Department of Transportation grants and financial assistance.
QUALIFICATIONS
Key Requirements
Requires a strong understanding of legal and contract law, excellent communication and negotiation skills, and a high degree of attention to detail. Key requirements include a bachelor's degree in a relevant field like business or law, experience in contract administration or a similar role, proficiency in software like Microsoft Office and contract management systems, and strong analytical and organizational abilities.
Minimum of 5-years of professional substantive experience; including progressively responsible compliance testing and/or audit role(s) related to compliance with governmental or contractual requirements.
- Demonstrated professional experience understanding and applying knowledge of federal procurement requirements for award recipients, sub-contract procurement, purchasing, negotiations, cost and price analysis, interpreting terms and conditions of contracts, and contract law.
- Experience with procurement/contract management within public transit.
- Demonstrated professional expertise necessary to interpret, accurately apply, and evaluate recipient compliance with complex federal procurement requirements for award recipients, including those in FTA circulars.
- Demonstrated strong analytical and training skills and experience.
- Demonstrated ability to identify risks in procurement systems, verify if requirements are complied with, and present solutions to any identified procurement concerns.
- Working knowledge and application of 2 CFR 200 (Uniform Guidance), the FTA Circular 4220, 49 CFR Part 26, and FTA third-party contracting guidance
- Experience preparing for oversight reviews and supporting audits and corrective action closeout.
RESPONSIBILITIES:
- Assist in reviewing documents for compliance reviews in FTA oversight programs, i.e. Triennial/State Management Reviews, Procurement System Reviews, and other program reviews
- Review and verify procurement and other preliminary findings of deficiency for reviews
- Assist with the development of program and training content in alignment with FTA policy and guidance
- Support authoring final draft reports and technical memoranda
- Participate in recipient oversight workshops as required
- Assist with Special Assignment, Technical Assistance, and Corrective Action Support tasks
- Support client Small/Disadvantaged Business Enterprise (S/DBE) Program through management of the B2Gnow system and oversight of S/DBE compliance
- Implement contract system administration, task order data entry, staff/contractor B2Gnow system support, and the performance of remote Commercially Useful Function (CUF) desk reviews to ensure contractors meet regulatory requirements
- Conduct Compliance Audit through B2Gnow system and document efforts
- Manage tasks through a structured workflow to ensure accountability, timely delivery, and compliance with federal requirements
- Log each delivery in tracking system with clear deadlines, responsible parties, and status updates
- Document training, technical support, and compliance reviews in summary reports
- Maintain a centralized record of tasks, findings, and reports to ensure transparency and audit readiness
- Provide staff support with S/DBE certification applications for state and local transportation clients
