Applicants are required to have, at a minimum, a TOP SECRET (TS) clearances with Sensitive Compartmented Information (SCI) eligibility based on a Single Scope Background Investigation (SSBI) completed within the last 5 years.
As one of the contributing team members, the Systems Engineer SME primary responsibilities include, but are not limited to:
- Lead and execute Project-Level SETR and I&T planning and implementation with minimal oversight. Provide expertise in requirements codification to support the PMO in defining and refining system capabilities.
- Assist in drafting, developing, and staffing critical JCIDS requirements documents on behalf of CD&I, including:
- Capabilities Requirements Change (CRC)
- Letter of Clarification (LOC)
- Capabilities Production Documents (CPD)
- Support the development and coordination of CRC/LOC letters, ensuring alignment with program needs and stakeholder requirements. Collaborate with the PMO to perform requirements analysis and validation to ensure accurate documentation and traceability.
- Engage with stakeholders across the acquisition and capabilities development community to drive efficient document development and approval. Provide strategic recommendations to improve requirements management processes and streamline documentation workflows.
- Author, edit, and proofread memorandums of agreement, requirements, and technical documents. Review documents and presentation materials for clarity, grammar, spelling, punctuation, content, format, and style. Lead and ensure team adherence to government style guides, e.g., Naval Correspondence. Correct technical documents as necessary; conform to strict editing guidelines and security clearance protocols. Ensure that all written content meets our company’s standards and the customer’s.
Skills - Minimum of 10 Years Experience
- US Citizenship is required.
- BA/BS in Systems Engineering, Electrical Engineering, Computer Science or equivalent experience.
- Current Top Secret Clearance with SCI Eligibility and Eligibility for access to Special Access Program (SAP) Information
- 10 years of related experience required in the DoD environments.
- 5 years of experience in DoD acquisition, systems engineering, and requirements development.
- Prior experience supporting a Special Access Program (SAP) is required
- Prior experience supporting USMC acquisition programs or DoD capability development efforts.
- Working knowledge of DoD 5000 series, systems engineering methodologies, and test & evaluation frameworks.
- Familiarity with DoD/USMC capability development processes and requirements staffing procedures.
- Demonstrated ability to lead SETR and I&T efforts independently with little to no supervision.
- Strong understanding of JCIDS processes, acquisition frameworks, and requirements documentation.
- Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint.
- Well-developed analytical, diagnostic, and problem-solving skills.
- Excellent organizational and customer service skills.
- Proven ability to instruct and mentor less knowledgeable audiences.
- Ability to creatively approach and solve situations.
- Must have strong written and verbal communication skills and be willing to actively communicate with co-workers, program leadership, and clients, which may involve delivering presentations.
- Prior military experience preferred, but not required.
- Experience working with USMC, CD&I, or other military capability development organizations is highly desirable.
