What are the responsibilities and job description for the Senior Project Manager — Federal & Commercial Construction position at Crown Field Services LLC?
About Crown Field Services
Crown Field Services is a Brooklyn-based general contractor and field-services company operating nationwide.
Founded in 2010 in property preservation for the mortgage industry, CFS now runs three lines of work:
institutional residential rehabilitation for national REO holders and single-family rental operators; commercial
build-outs for national self-storage operators and retail conversion programs; and public-sector construction,
including a recently awarded U.S. Army Corps of Engineers multiple-award task order contract and municipal and
public-agency projects from New York City to Pennsylvania. We are asset-light by design: a core team of 20 in
Brooklyn directing vetted subcontractor networks across the country. We are now hiring the two people who will
own construction delivery so the founder can get out of the day-to-day and back to growing the company.
The role
You will run delivery on our federal, municipal and commercial work: task orders under our U.S. Army Corps of
Engineers multiple-award contract, public-agency projects, self-storage facility conversions and office build-outs for
national operators, and retail store conversions. Contracts are awarded; the person to run them is the open seat.
You take a project at award and own it through close-out: kickoff, submittals, RFIs, subcontractor buyout, schedule,
prevailing-wage compliance, change orders, pay applications, punch and final acceptance. You are the point of
contact for the contracting officer, the COR, the owner's rep and the client's facilities director, and you build the
coordinator and compliance team under you as task-order volume grows. If you have run construction on a base, in
a DPW or for a public-works department and want to run it on the contractor side, this is that seat.
What you own
- Every federal, municipal and commercial project from award to close-out — schedule, budget, compliance,
quality and acceptance.
- Contract administration on public work: submittals, RFIs, daily reports, certified payroll and prevailing-wage
compliance, safety documentation, modifications and close-out packages.
- Plan reading and buyout: taking off architectural and MEP drawings, writing subcontract scopes, sourcing and
awarding qualified subs in the project's market, and holding them to the contract.
- Client and agency communication — contracting officers, CORs, owner's reps, facilities and capital-projects
directors — so they deal with you, not the founder.
- Change-order and claim discipline: documenting changed conditions and owner-directed changes as they
happen and pricing them before the work is done.
- Process and team: one standard for project setup, document control, compliance and pay applications, and the
coordinators and compliance staff to run it as volume requires.
- Weekly reporting to the CEO on schedule risk, margin, compliance status and open issues — with the fix
already proposed.
What you need
- At least 5 years managing construction projects as the person accountable for schedule and budget, on the
contractor side or the government side.
- At least one federal, state or municipal construction contract managed from award through close-out,
including the documentation side.
- Hands-on experience with prevailing-wage compliance (Davis-Bacon and/or New York State prevailing wage):
certified payrolls, wage determinations, apprentice ratios.
- Ability to read architectural and MEP drawings, perform takeoffs and write subcontract scopes from them.
- Direct experience with engineers, architects, CORs and owner's representatives on submittals, RFIs and
change orders.
- Track record of running a project without being told what to do next. We will ask for specifics.
- Strongly preferred: Army Corps, DPW, NAVFAC, Seabee or engineer-unit background, or time inside a public-
works or facilities department; commercial TI or retail rollout experience; OSHA 30; active security clearance
or eligibility.
What you get
- $85,000–$120,000 base salary.
- Your own division. You set the process, you pick the subs, you run the schedule. Nobody rewrites your emails.
- Authority to approve subcontractor awards and change orders within a defined limit without waiting for sign-
off.
- A team built under you. You interview and select the coordinators and field staff you need as the work grows.
- A direct line to the Founder & CEO. One layer, no committee.
- A pipeline that is already won. This is not a role where you build a book; the work is signed and waiting for
someone to run it.
Who this is for
You are the person who has been doing the real work under someone else's title — the APM, superintendent or
project engineer at a larger firm who runs the jobs and is tired of asking permission. You want to prove you can run
a division, and you would rather do that at a 20-person company where it counts than wait five years for a title
somewhere big.
This is not for you if you need a detailed task list each morning, if you have only ever worked under a PM who
handled the client, or if you want to be in the field instead of running the people who are.
Location and schedule
Work location: In office, five days a week. You are managing a team in person; this is not a hybrid or remote role.
Employment type: Full-time
How to apply
Send a résumé and short written answers to the two questions below. Applications without the answers will not be
reviewed.
1. Describe the largest project you personally ran as the person responsible for schedule and budget: the owner
or agency, the contract value, and how it finished against both.
2. Tell us about a job that went wrong and what you did to fix it before it reached your boss.
