Data Architecture Consultant

A major energy organization is building a governed, data-centric platform that will serve as the single source of truth across the full lifecycle of a new nuclear development program, from design and licensing through procurement, construction, commissioning, and plant operations. This consultant will implement the data strategy, architecture, integration standards, and governance needed to connect requirements, records, assets, work processes, and real-time analytics.

The best fit is a senior data architect or data-management leader who has integrated complex enterprise and engineering systems in a highly regulated, asset-intensive environment. Strong candidates will combine hands-on architecture depth with the ability to guide stakeholders, evaluate technologies, establish standards, and translate program needs into practical platform decisions.

Location: Richland, Washington

Schedule: Monday-Thursday, four 10-hour days

Work Setting: Onsite

Role Type: Contract

Contract Duration: 12 month contract- renewable for high performing contractors

Pay Rate: $80.00-$120.75 per hour, depending on experience level and client approval

Benefits

  • Washington paid sick leave accrues at a minimum of 1 hour for every 40 hours worked, approximately 52 hours or 6.5 eight-hour days over a 2,080-hour work year.

Responsibilities

  • Implement a comprehensive data strategy for a single-source-of-truth platform spanning design, licensing, procurement, construction, commissioning, and plant operations.
  • Implement a Data Governance Framework covering architecture principles, integration standards, ownership, stewardship, data quality, security, and compliance.
  • Connect requirements management and traceability, records control, change management, regulatory compliance evidence, work control, maintenance planning, scheduling, and equipment reliability data.
  • Evaluate digital-twin and digital-thread solutions that connect regulatory requirements, design information, configuration data, records, and physical plant equipment.
  • Assess current EAM applications, databases, SaaS platforms, and data stores; identify integration opportunities, redundant capabilities, and rationalization priorities.
  • Design integration patterns using APIs, ETL/ELT, application integration, streaming, and cloud services.
  • Develop logical and physical data models, warehouse and lakehouse patterns, metadata structures, lineage, master/reference data, and analytics-ready data products.
  • Gather requirements from engineering, licensing, records, operations, maintenance, construction, procurement, and technology stakeholders.
  • Communicate platform objectives, decision principles, roles, responsibilities, and authorities to internal stakeholders and external partners.
  • Lead technical workstreams, align team tasking with stakeholder priorities, manage architecture decisions, and provide clear status reporting.
  • Support authorized business travel when required.

Qualifications

  • Bachelor’s degree in computer science, information technology, data science, engineering, or a related field.
  • At least five years of data architecture, data management, enterprise information architecture, or closely related experience.
  • Demonstrated ownership of data architecture and governance for a complex enterprise, capital program, utility, engineering, construction, manufacturing, or asset-intensive environment.
  • Experience integrating disparate applications and data sources into a governed centralized platform or common information environment.
  • Strong knowledge of SQL, database technologies, ETL/ELT, application integration, data quality, metadata, lineage, security, AWS, or Azure.
  • Expertise in transactional and dimensional data modeling, normalization and denormalization, star schemas, snowflake schemas, and warehousing.
  • Proficiency in Python, Java, or another language used for data engineering, integration, automation, or platform development.
  • Ability to gather requirements from varied stakeholders and advise leaders on architecture and technology tradeoffs.
  • Ability to work onsite in Richland on a Monday-Thursday 4x10 schedule.
  • U.S. citizenship.

Preferred Qualifications

  • Commercial nuclear, advanced nuclear, electric utility, power generation, EPC, or regulated infrastructure experience.
  • Experience with operational systems, engineering change/configuration management, records management, requirements management, work management, or EAM.
  • Digital twin, digital thread, asset information management, systems engineering, requirements traceability, or model-based engineering experience.
  • Experience with Spark, Hadoop, Kafka, or comparable big-data and streaming technologies.
  • Experience selecting cloud providers, SaaS platforms, data-storage technologies, integration tools, and analytics architectures.
  • Experience coordinating delivery across owners, engineering partners, vendors, constructors, regulators, and operating organizations.
