We’re looking for a sharp, strategic Proposal Manager to lead the full lifecycle of proposal development and contract renewals. If you thrive at turning complex information into compelling proposals—and want to make a measurable impact—this is the role for you!
Principal Duties And Responsibilities:
Proposal & Contract Management
- Manage end-to-end proposal development, including RFP analysis, content planning, stakeholder coordination, writing/editing, and submission.
- Coordinate timely and accurate responses to government, quasi-governmental, and private sector RFPs, RFQs, and RFIs.
- Develop and maintain a master calendar of proposal deadlines, contract renewal timelines, and reporting obligations.
- Oversee the renewal process for existing service contracts, including tracking expiration dates, preparing renewal packages, and ensuring compliance with funder requirements.
- Maintain a centralized library of standard proposal content, organizational documents, and past performance material.
- Monitor and analyze federal, state, and local funding trends, Medicaid service updates, and regulatory changes affecting service delivery and funding landscapes.
- Research and provide insight on policy-driven funding opportunities, pilot programs, and system transformation initiatives to support strategic growth.
- Analyze trends in funding, service utilization, and market positioning to inform strategic pursuits and prioritization.
- Lead the research and drafting of the organization’s annual business development plan, in collaboration with senior leadership and aligned with the strategic plan.
- Support cross-departmental planning for new program design and development in response to emerging opportunities.
- Monitor and report on win/loss trends and pipeline health to inform continuous improvement.
Minimum Qualifications Required:
- Bachelor’s degree in related field required, Master’s degree preferred.
- 3 years of experience managing complex proposals in nonprofit, healthcare, or human services settings
- Demonstrated success managing proposals for government-funded contracts (ie: Medicaid, HUD, DBHDS, CBSs).
- Highly proficient in Microsoft Office Suite and collaborative document tools.
- Capable of managing the full proposal lifecycle through organized, detail-oriented processes and strong cross-functional coordination.
- Strong project management skills and attention to detail, with the ability to manage multiple deadlines and priorities.
- Excellent written and verbal communication skills; ability to translate technical content into compelling narratives.
- Familiarity with contract and grant regulations, including federal and state procurement rules.
- Experience or interest in researching policy and funding trends to support proposal and business development efforts.
- Ability to translate complex regulatory and funding environments into practical business development strategies.
- Valid driver’s license with an acceptable driving record.
- Familiarity with Medicaid-funded service contracts, including behavioral health and developmental disabilities.
- Self-directed and proactive, with the ability to manage shifting priorities and work independently.
- Collaborative team player with a solution-oriented approach and a commitment to the organization’s mission.
- Naturally curious and resourceful in researching policy, funding, and regulatory frameworks to uncover actionable insights.
