Lead Proposal Writer

Creative Visions, LLC is a growing IT services firm providing cybersecurity, IT modernization, and compliance support to federal government agencies. We specialize in delivering technically sound, compliant, and mission-focused solutions across civilian and defense customers. As we expand our federal footprint, we are seeking an experienced Lead Proposal Writer to lead our proposal development efforts from capture through submission.

Position Overview:

The Lead Proposal Writer will own the end-to-end proposal lifecycle for federal government solicitations, including RFIs, Sources Sought, RFPs, and Task Orders. This individual will work closely with company leadership, subject matter experts (SMEs), and engineers to develop clear, compliant, and compelling technical and management solutions that win work.

This role requires hands-on federal proposal writing experience, strong technical acumen in IT services, and the ability to manage multiple deadlines in a fast-paced environment.

Key Responsibilities:

Proposal Leadership & Management

• Lead the proposal effort from solicitation review through final submission
• Develop proposal schedules, compliance matrices, outlines, and content plans
• Manage internal and external contributors to ensure deadlines and quality standards are met
• Serve as the central point of accountability for proposal execution

Technical & Management Writing

• Write and edit
  technical, management, and past performance volumes
• Translate complex IT and cybersecurity concepts into clear, persuasive proposal language
• Ensure all responses are compliant with solicitation instructions and evaluation criteria
• Integrate inputs from SMEs, engineers, and partners into cohesive narratives

SME & Stakeholder Collaboration

• Conduct solutioning sessions and interviews with technical SMEs and engineers
• Extract and shape technical content into evaluation-ready proposal language
• Work closely with leadership to align proposals with company strategy and win themes

Compliance & Quality Assurance

• Perform compliance checks, color reviews, and final quality reviews
• Ensure consistency in tone, messaging, and formatting across all volumes
• Validate traceability to Section L/M (or equivalent) requirements

Required Qualifications:

• 5 years of experience writing and managing federal government proposals
• Demonstrated success supporting or leading winning proposals
• Background in IT services proposals, such as:
  • Cybersecurity
  • IT modernization
  • Cloud services
  • Systems engineering
  • Compliance frameworks (e.g., NIST, RMF, CMMC, Zero Trust)
• Experience responding to
  RFPs, RFIs, Sources Sought, and Task Orders
• Proven ability to work directly with technical SMEs and engineers
• Excellent written, verbal, and organizational skills
• Strong understanding of federal procurement processes and compliance requirements

Preferred Qualifications:

• Experience with civilian or DoD agencies
• Familiarity with proposal tools and environments (e.g., SharePoint, Word templates, compliance matrices)
• Capture management or win-strategy experience
• Experience supporting small businesses or growing federal contractors\
