Duration: Long Term Contract

1.1 Position Summary

The Metrics Business Analyst provides high-level professional technical support to the Littoral Combat Ship Squadron TWO (LCSRON TWO), co-located within the (N41) Supply Department. The mission of this role is to optimize data collection and deliver sophisticated interpretive analysis that drives organizational efficiency across the logistics, training, and maintenance domains. By synthesizing raw data into actionable insights, the Analyst empowers squadron decision-makers to enhance organizational performance, streamline business processes, and improve overall material readiness.

1.2 Primary Responsibilities:
  • Within the first 10 business days of contract award, meet with the Commodore, N4 (LCS Material Readiness), CNSL Class Advocate, and other stakeholders to establish output requirements for three primary maintenance needs.
  • Manage, validate, and report on Active Cannibalizations (ACANNs) across the LCSRON TWO enterprise to ensure complete traceability of all material transfers and parts movements.
  • Monitor ACANN metrics including aging, turnaround times, recurring system impacts, and direct effects on material readiness and operational availability.
  • Track maintenance metrics for Maintenance Execution Teams (METs), specifically monitoring the performance of Preventative Maintenance System (PMS) "plus checks," including completion percentages and causal analysis for incomplete tasks.
  • Calculate and publish reports on operational availability (Ao) and material availability (Am) for multiple shipboard systems based on established U.S. Navy measurement standards.
  • Develop command-level analytical products, including executive dashboards and presentations, using easy-to-understand visualizations such as scorecards, graphs, and tables.
  • Support LCSRON TWO Department Heads and the Chief of Staff daily by formulating immediate and long-term process improvement recommendations to eliminate administrative "churn."
  • Provide qualitative and quantitative reporting, predictive analysis, and Key Performance Indicator (KPI) tracking to support leadership briefings and Flag Level requirements.
  • Collaborate with the Junior Database Developer to maintain and modify the Microsoft Access database tracking approximately 750 Train to Qualify (T2Q) replacement Sailors.
  • Maximize data integrity and analysis across all business lines using SQL, SharePoint, MS Access, and the MS Office Suite to reduce redundant efforts for ship crews and squadron staff.

1.3 Mandatory Qualifications:
  • Education Possess a Bachelor's degree from an accredited United States college or university in business, analysis, or a related field. Equivalent military or commercial experience is acceptable.
  • Experience Demonstrate a minimum of three (3) years of specialized experience in business management and systems analysis. This experience must be demonstrated through the proficient application of SQL, MS Access, SharePoint, and the MS Office Suite (specifically Word and Outlook) to optimize organizational workflows.
  • Technical Skills Proven expertise in preparing and presenting high-level briefings to senior leadership using MS PowerPoint. Capability to produce complex data analysis via easy-to-understand visualizations.
  • Communication and Interpersonal Must possess excellent communication skills and be fully fluent in both oral and written English. Capability for maintaining positive interpersonal relationships and a dedicated team-player approach to collaborative problem-solving.

2. General Requirements and Security:

2.1 Security and Citizenship:
  • U.S. Citizenship is a mandatory requirement for these positions.
  • Personnel must possess and maintain a SECRET security clearance, which must be held on the start day of work.
  • All personnel are subject to background checks and must obtain Defense Biometric Identification System (DBIDS) credentials as per SECNAV FORM 5512/1.
  • Credential Return Policy: Upon termination of employment, personnel must return all identification cards and base passes to Security Forces within 24 hours.

2.2 Place and Hours of Performance:
  • Location: All work is performed on-site at Naval Station Mayport, FL (LCSRON TWO / LCS Mission Module Readiness Center).
  • Core Hours: 0730-1630, Monday through Friday, totaling an eight-hour workday.
  • Lunch Break: A one-hour lunch break is authorized between the hours of 1100 and 1300.
  • Overtime: Any work performed beyond core hours must be specifically authorized by the command.

2.3 Professional Standards and Prohibitions
  • Identification: Personnel must clearly identify themselves as contractors at all times (e.g., via company shirt, pin, or visible ID) and when introducing themselves to DoD or foreign officials.
  • Governmental Functions: Contractors shall not perform inherently governmental functions, including the management of government programs or the discretionary exercise of government authority.
  • Supervision Prohibitions: Contractor personnel are prohibited from managing, supervising, or tasking DoD civilian employees or military personnel.
  • Mandatory Training: Personnel must complete and stay current on all training required by COMNAVSURFLANT, assuming a minimum of 9 hours of required training courses annually.
  • Work Accountability: Contractors must maintain a separate list of work assigned and completed for periodic assessment by the Contracting Officer Representative (COR).
