Performs general duty law enforcement work in protecting the lives, property, and rights of citizens in the County. 

An employee in this class performs a variety of law enforcement patrolling duties on an assigned shift. Work includes serving and processing criminal and legal papers, attending court, answering complaint calls, and patrolling the county in an official vehicle to deter crime or apprehend violators or suspects. Duties also include community policing, community service, search and rescue, investigating disturbances, helping victims, performing traffic control and interdiction, and any other related assignments. 

Tact and firmness are required in frequent public contact. Work is performed in accordance with established policies and procedures of the Sheriff’s Office and is supplemented by frequent specific instructions. Duties are performed under the general supervision of a Captain, Lieutenant, and/or Sergeant – Patrol and is evaluated in terms of adherence to office policies and procedures and the effectiveness with which assigned duties are performed. The employee will be subject to the usual hazards of law enforcement work. 

Patrols an assigned geographical area of the county; inspects troublesome areas to detect and deter crime as well as check the security of business establishments; answers complaint calls and assists in investigating crimes and disturbances. Employee detects unusual conditions and maintains surveillance and observation for stolen cars, missing persons, suspects, etc. Duties also consist of interviewing witnesses, gathering evidence, and preparing reports.

Responds to calls for assistance, complaints, suspicious activity, domestic disputes, loud and disruptive behavior, and other needs; complete calls by determining the true nature of the situation and take whatever legal or persuasive action is warranted. 

Appears in court as a witness to give testimony; cooperates with law enforcement officers of other agencies and governmental units in making arrests and preliminary investigations.

Serves legal and criminal papers such as warrants subpoenas, notices of hearing, order of forfeiture, commitment papers, and court orders; uses directories and other means to locate designated parties; briefly explains the meaning of papers and makes arrests when necessary. 

Additional Job Functions

Performs Interstate Highway Interdiction by monitoring traffic moving through the county for speed control, driver’s safety, safety inspections of trucks, possible alcohol or drug violations and any or all NC motor vehicle laws. May perform investigations on traffic accidents.  

Serves in a community policing role, provides community security, attends local government meetings, stays abreast of community affairs and serves as security liaison and contact regarding law enforcement matters. 

Advises the public on laws and local ordinances; provides information to the general public. Regulates and directs vehicular traffic at busy times or when traffic signal malfunction or accidents require; maintains order at public gatherings.

Operates a radio to receive instructions and information from or to report information. 

Serves in other capacities of the Sheriff’s Office on an as needed basis, to include but not limited to civil, investigations, narcotics, detention, and administrative divisions.

Will be required to serve during times of disaster and unrest. 

Graduation from high school and some law enforcement training or experience preferred. Possession of a Basic Law Enforcement Training (BLET) Certificate; or an equivalent combination of education and experience. Current enrollment in BLET program may be considered for Cadet qualification. 

Special Requirements

Certification as a law enforcement officer and completion of all requirements set in accordance with the North Carolina Sheriff’s Training and Standards Commission.

Possession of a valid North Carolina driver’s license.

Knowledge, Skills, and Abilities

Working knowledge of modern law enforcement principles, practices, methods, and equipment as well as the operations, functions, procedures, and legal processes of the Sheriff’s Office. 
Working knowledge of federal, state, and local laws and ordinances pertaining to law enforcement work such as arrests, search and seizures, and traffic control. 
Working knowledge of the locations, streets, roads, highways and the geography and socioeconomic characteristics of the county. 
Working knowledge of the content and purpose of criminal and other legal papers issued by the courts and the practices involved in serving them. 
Working knowledge of the specific standards, practices, materials, techniques, and equipment associated with the Patrol Division. 
Working knowledge of scientific crime detection and criminal identification methods and procedures. 
Skills in the use of firearms and other law enforcement equipment and in the application of self-defense tactics. 
Ability to act with sound judgement in routine and emergency situations and to adopt quick, effective, and reasonable courses of action. 
Ability to apply interpretation of laws to specific situations and present effective court testimonies. 
Ability to prepare clear and concise reports. 
Ability to establish and maintain cooperative and effective working relationships with the community as necessitated by work assignments.

Physical Requirements

Must be physically able to operate a variety of machinery and equipment including firearms, restraint devices, two-way radios, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or 25 pounds of force constantly to move objects. Work may involve walking, standing, running and physical confrontation. Physical demand requirements are for medium to heavy work. Must possess the visual acuity to perform extensive reading and computer work.
