ROLE SUMMARY
The General Manager will launch and scale the PAS Tampa platform, building a high-performing business delivering Energy Services, BAS Modernization, and Uptime Operations across public sector, healthcare, and institutional markets.
This leader owns full P&L accountability and is responsible for building a disciplined commercial engine, ensuring technical excellence, and scaling recurring revenue.
This is a builder role — not a caretaker role.
PRIMARY RESPONSIBILITIES
1. P&L Leadership
- Own revenue growth, gross margin, and EBITDA targets
- Drive disciplined working capital management (DSO, underbilling, mobilization)
- Maintain margin protection across project execution
2. Commercial Engine
- Build and lead vertical sales strategy (K-12, municipal, healthcare)
- Develop portfolio-level relationships (not transactional selling)
- Drive pipeline discipline (weekly review cadence)
- Secure flagship anchor wins in first 12–18 months
3. Technical & Operational Leadership
- Ensure strong underwriting discipline for performance contracts
- Oversee BAS modernization quality and standardization
- Integrate with Dallas NOC to deliver Uptime services
- Maintain delivery excellence and customer satisfaction
4. Team Building
- Recruit, hire, and develop high-caliber leaders (Sales, Controls, Energy)
- Establish performance culture and accountability rhythm
- Implement repeatable operating cadence
5. Strategic Scaling
- Identify expansion opportunities within Florida
- Develop repeatable public-sector pursuit process
- Increase recurring revenue mix through attach discipline
SUCCESS METRICS (FIRST 24 MONTHS)
- $12M revenue in Year 1
- Anchor public or healthcare portfolio win
- 25% attach rate of Uptime services to BAS installs
- Gross margin at or above 30%
- Strong recurring revenue run-rate entering Year 2

IDEAL CANDIDATE PROFILE
Experience
- 10–15 years in MEP, energy services, controls, or technical services
- Prior P&L ownership preferred
- Experience in public-sector or healthcare markets
- Strong understanding of performance contracting or BAS
