District Secretary/Senior Administrative Assistant

The District Secretary/Senior Administrative Assistant is a trusted and highly valued member of the District’s team, providing essential support to executive management, District departments, and the Board of Directors. In this role, you will serve as the District Secretary and help keep critical governance, meeting administration, records management, and compliance functions running smoothly. Your work will include preparing and coordinating Board and committee agendas and packets, maintaining official records, supporting compliance with public meeting and records requirements, coordinating follow-up on Board actions, and serving as a dependable liaison with staff, consultants, and legal counsel. You will also support a broad range of human resources functions in coordination with the District’s HR consultant, including recruitment, onboarding, benefits administration, employee records, workers’ compensation, and related personnel processes. In our lean and collaborative environment, this position calls for sound judgment, professionalism, and the ability to manage important details while helping ensure continuity of operations. The role may also provide direction to administrative support staff and includes attendance at Board and Committee meetings that may occasionally occur outside regular business hours.

The ideal candidate is a seasoned, highly organized, and discreet professional who takes pride in supporting people, solving problems, and keeping complex work on track. They bring experience supporting executive leadership, governing bodies, or public-sector operations and are comfortable balancing governance, human resources, records, and compliance responsibilities in a fast-paced environment. The successful candidate exercises sound judgment, interprets policies and regulations with care, and communicates with professionalism and tact when working with Board members, staff, consultants, and the public. They are proactive, dependable, and detail-oriented, with the ability to coordinate across departments, manage sensitive information with discretion, follow through on multiple priorities, and provide leadership and direction to administrative support staff.
The appropriate knowledge, skills and abilities can be achieved through a variety of combinations of experience and training. A typical example is:
Experience: Five (5) years of increasingly responsible administrative or office management experience, preferably supporting executive management, a governing board, or a public agency.
Training/Education:
- High school diploma or GED required.
- College coursework or training in business administration, public administration, human resources, or a related field is preferred.
- A degree in Human Resources, Public Administration, Business Administration, or a related field may substitute for professional certification requirements.
Licenses/Certifications:
- Valid Texas Class “C” Driver’s License.
- Must be a Notary Public in the State of Texas, or the ability to obtain within ninety (90) days of employment.
- Certification such as the Texas Municipal Clerks Certification Program (TMCCP) or Human Resources certification (e.g., SHRM-CP/SHRM-SCP) is strongly preferred.*
*Employees without certification may be required to obtain relevant certification within twenty-four (24) months of hire based on job responsibilities.
