Position Summary:

Under the direction of the Deputy Appraiser and/or County Appraiser and/or Personal Property Appraiser II, the Personal Property Specialist performs appraisal work within the personal property venue. This employee is required to gather data, classify, and value all types of personal property and/or assists all clerical personnel in meeting required deadlines. This position coordinates all activities to ensure that all functions of the department are accomplished in accordance with Property Valuation Division (PVD) guidelines and State Statutes.

Essential duties and responsibilities:

  • Discover and list personal property.
  • Conduct audits of businesses, oil and gas and personal property within the County.
  • Understand and be able to explain the sub classes pertaining to personal property.
  • Assist in filing exemption and grievance forms.
  • Assist with preparation of the personal property tax roll for certification to the County Clerk.
  • Assist with review of annual certification reports for errors and making corrections as needed.
  • Assist with annual mailings of personal property renditions and value notices.
  • Assist with annual year end personal property processes.
  • Prepare personal property documents for scanning and indexing.
  • Scanning and indexing personal property related documents.
  • Assist with implementation of PVD changes as required.
  • Assist with maintenance of re-calculations, penalties, and 16/20 m trucks reports.
  • Assist the public with questions and concerns about the valuation process.
  • Order supplies and commodities as necessary for departmental functions.
  • Other related duties as deemed necessary or as required.

Marginal duties and responsibilities:

  • Assist with phone calls and walk ins during busy seasons;
  • Assist with field appraisers as needed;
  • Assist deputy and county appraiser with special projects as needed;
  • Other related duties as deemed necessary or as required.

Position Requirements:

Experience:

Minimum 3 years’ experience working in a clerical office setting; Preferred experience in ad valorem taxation of personal property.

Education:

Required: High school diploma or GED equivalent;
Preferred: completion of PVD sponsored classes: Personal Property Valuation and Assessment, Personal Property Motor Vehicle, and Introductory and Advanced Oil and Gas.

Skills:

Knowledge and understanding of the property assessment process and map interpretation; strong analytical, documentation, organizational and mathematical skills; ability to deal tactfully with others and to communicate effectively and clearly, both orally and in writing. Proficiency in using computer software applications includes word processing, spreadsheets, and database. Ability to efficiently operate adding machines, computers, photocopiers, and other related office machines.

Accountability:

This employee is responsible for the safe and efficient operation of departmental equipment. Employee may participate in the annual departmental budget process. Decision making exists in this position.

Supervision:

This position is responsible for the supervision of staff involved in the processing or valuation of personal property and clerical functions. Limited direct supervision provided relating to daily job functions and job-related decisions are reviewed by the deputy Appraiser and/or Appraiser as necessary.

Working Conditions:

The functions of this position are generally conducted in an office setting. On occasion, adverse weather conditions may be a factor if conducting inspections and/or audits in the field. Stressful situations may occur when dealing with citizens. Work hours are generally from 8:00 am to 5:00 pm.

Specific vision abilities required by this job include close vision, color vision, depth perception and ability to adjust focus; Ability to lift up to twenty-five (25) pounds, bend, stoop, kneel and climb stairs.
