Position Summary
Responsible for implementing the Agency’s Multifamily (MF) Program leasing and occupancy policies and procedures in accordance with HUD, federal, local, and other applicable laws, rules, policies, and procedures. Performs a variety of tasks related to the admission and occupancy of Public low-income units. Responsible for the Agency receiving at least a satisfactory rating concerning HUD agency scoring systems and other future HUD required evaluation systems. The duties listed below illustrate the various types of work that may be performed. Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
1. Determines the initial and on-going eligibility for participation in the MF programs in accordance with the Agency’s occupancy policies and procedures, and HUD, federal, local, and other applicable laws, rules, policies, and procedures.
2. Implements Affordable Fair Housing Marketing Plan (AFHMP) to achieve occupancy goals, maintains in-depth knowledge of market conditions, manages advertising budgets, and advertises openings in accordance with AFHMP and HUD regulations.
3. Processing program applications, schedules and conducts eligibility and recertification interviews with applicants and/or program participants ensuring that rent is reasonable for each unit leased and proper payment standards are utilized. Determines appropriate voucher size for the family.
4. Answers inquiries concerning policies and practices associated with the application and/or re-examination processes in a courteous and professional manner.
5. Maintains waiting list in accordance with HUD regulations and Agency policies and procedures.
6. Coordinates background information checks of tenants to be recertified. Performs final eligibility verifications.
7. Runs reports daily for outstanding balances, deposits, adjustments and documents the adjustments with proper documentation. Assures that everything balances before running the end of day report.
8. Collects payments for rent and other services from residents and issues receipts. Posts transactions, balances cash against receipts, prepares and makes deposits, and balances Daily Report.
9. Processes and obtains accurate third-party verification for family income, assets, and allowances, and calculates total tenant payment. Ensures timely annual/interim reexaminations of family income and family composition.
10. Based on information and Waiting List data, contacts eligible applicants to offer available units in accordance with Agency policies and procedures. Ensures units are move-in ready and all move-in charges have been collected. Prepares lease-up packets and briefs new tenants on occupancy and lease requirements.
11. Reviews lease documents for accuracy and completeness and execute leases. Calculates the share of the participants rent and the housing assistance payment. Ensures correct and current schedule of allowances are used for tenant utility costs.
12. Prepares required forms and correspondence as they relate to the MF program. Completes data entry on all participants, maintains and updates participant case files. Accurately, enters move-in and move-out data into system, as needed.
13. Prepares and distributes notices of rent violations, counsels tenants who are not in compliance with terms of lease and maintains lease enforcement. Conducts dispossessory proceeding for non-payment of rent and other lease violations and attends default proceedings.
Education and Experience
Associate Degree in Public Service or Business Administration from an accredited college or university, Bachelor’s is preferred plus at least five (5) years’ experience in property management, housing, or social services field, or an equivalent combination of education and experience sufficient to fulfill essential position functions.
The following Certifications must be obtained within one (1) year of employment or other allowable period of hire as authorized by the Executive Director or his/her designee:

Salary : $55,000 - $65,000
