Job Summary
The Training Supervisor ensures all staff receive the appropriate training and certifications necessary to work in our 911 Center. The Training Supervisor, along with the Training Manager, coordinates the education and training for all operational 911 positions. Supervision is performed over subordinate personnel during new hire programs.
The Training Supervisor assists in the coordination and delivery of agency-wide training with an emphasis on classroom presentations and education. Primary responsibilities involve program development, implementation and oversight of training plans, curriculum and courses of study, program reporting, evaluation, and records maintenance.

Responsibilities
- Must possess a high school diploma or GED equivalent.
- Two (2) years’ work experience as a 911 dispatcher. Experience as a trainer or Communications Training Officer is preferred.
- Must obtain and maintain CPR Instructor, IAED Emergency Telecommunicator Course Instructor, CLEAN, Emergency Medical Dispatch, Emergency Fire Dispatch, Emergency Police Dispatch, and CTO certifications.
- Ability to work rotating shifts, including 10- and 12-hour shifts.
- Ability to establish effective working relationships with fellow employees, supervisors, other co-workers, and the public.
- Ability to make good and quick decisions and deal with complex problems and issues.
- The incumbent must pass a York County background check.
- Must be able to maintain confidentiality.
- Must be able to multitask, work well under pressure, and meet strict deadlines.
- Any candidate not certified by York County 911 as a Call Taker, Police Dispatcher, and Fire/EMS Dispatcher must obtain those certifications within one year.
- Must pass York County’s Criticall Test
Essential Requirements
- Trains and certifies new public safety answering point (PSAP) staff as call takers and telecommunicators.
- Assists with the hiring and onboarding process for new employees.
- Responsible for training new employees, conducting in-service training, and all required training certifications as assigned.
- Provides training in the operation of Call Handling Equipment (CHE).
- Provides training with Computer Aided Dispatch (CAD).
- Provides training and certification for all equipment used for call taking and dispatching.
- Provides and coordinates professional growth and continuing education for York County 911.
- Responsible for tracking certification dates for all personnel.
- Assists with all accreditation programs as directed.
- Assists with general office management as assigned.
- Assists with the development of call take and dispatch procedures.
- Identify and recommend improvements to program systems and procedures.
- Assist the 911 Communications Center during any periods of Emergency Conditions.
- Ensures compliance with all training requirements and other mandated training for a NG911 communications center.
- Assist with performance improvement plans when needed.
- Develop and maintain CTO program along with implementing training for CTOs.
- Attend Training/QA meetings, policy meetings, and other meetings as required.
- Exhibits strong teamwork skills and must process co-workers’ input, both positive and negative in a professional manner.
- Keep all training materials up to date.
- Work closely with the Organization Development Administrator and Operations Managers to organize, plan, supervise, instruct, and coordinate training of dispatch staff.
- Conduct one-on-one meetings with trainees and CTOs.
- Complete 24 hours of Con Ed annually and attend training opportunities to improve abilities and skills.
- Be able to work independently with little direction
- Perform other related duties as assigned.
