Job Summary

This is an intermediate management position charged with responsibility for facilitating and overseeing internal operations of the Criminal Division of the Office of Court Administration. The coordinator is responsible for executing and enforcing policies established by the Director. The coordinator operates with a moderate degree of independence in the execution of daily responsibilities. This position is supervised by, reports to, and acts upon authority delegated by the Criminal Division Director.

Responsibilities

Responsibilities:

  • Assist the Deputy Court Administrator with developing policy, procedures and regulations.
  • Understand and be able to articulate case flow and workflow in court appointed and court related offices to suggest streamlined approaches, trouble-shoot issues and develop effective training for state and local case management and tracking systems.
  • Master Court Admin’s front office duties, front counter procedure, and managing phone inquiries and division specific job tasks, such as calendar management and scheduling, to delegate appropriate authority and responsibility.
  • Demonstrate independent judgment to discern and decide how documents are routed and processed, to field questions from attorneys, and pro-se litigants, to comply with the state rules, local and administrative rules.
  • Develop, implement, and evaluate quality control measures.
  • Identify opportunities to streamline and automate workflow processes and information exchange within the division, including keeping the procedures manual current and up to date and provide updates to the office manager.
  • Facilitate information-sharing and coordination of efforts with other divisions and departments.
  • Organize, plan, and facilitate criminal interdepartmental meetings.
  • Manage CPCMS logins, CPCMS calendar access, and also track and manage local electronic files of login request forms.
  • Stay apprised of all changes to CPCMS, to include reviewing User Updates and administration of additional or updated fields or drop downs. Analyze and disseminate the practical impact on existing workflow to appropriate parties, including but not limited to monitoring CAT screens for anomalies and inconsistencies.
  • Develop training for court-appointed office staff including, but not limited to, law clerks for CPCMS, SCI and YCP video scheduling and ancillary systems, to name a few; and identify areas of necessary retraining as a result of monitoring and follow-up.
  • Implement the various strategies for judicial assignment of cases for each case type/filing within the division.
  • Generate, analyze and report upon workload and caseload statistics as identified by the Director to ensure county, state and federal mandates are met and to evaluate program effectiveness.
  • Maintain ongoing duties and decision-making authority of the Criminal Unit in collaboration with, as well as assigned, in the absence of the Deputy Court Administrator, including updating the trial list and preparing for the Call of the List.
  • Retain thorough knowledge of the court calendar, criminal arraignment, fugitive warrant process and subsequent scheduling of criminal proceedings.
  • Maintain and administer defense counsel matrix to de-conflict Pre-trial conferences for Common Pleas Judges.
  • Maintain confidentiality of departmental documentation and issues.
  • Other reasonable duties as assigned by Supervisor.
  • Possess the ability and the equipment to work remotely, if deemed necessary and job duties permit.

Essential Requirements

Requirements:

  • High School Diploma or equivalent required; associate’s degree in business administration preferred.
  • Two years of administrative experience in a Court-appointed or related departed or three years of administrative experience in a comparable environment.
  • One year of supervisory experience in a Court department preferred.
  • Substantial knowledge and understanding of the laws, rules and procedures governing workflow and case flow within Court Administration.
  • Considerable knowledge of the organization, functions, jurisdiction and authority of the courts and criminal court related departments.
  • Significant proficiency in the use of automated information and case management systems and applications, such as (or like) CPCMS, MDJS, Laserfiche, the Prothonotary Database, MS Word, MS Outlook and MS Excel.
  • Ability to recognize, understand and describe complex court processes, and to dissect those processes into separate steps and procedures and to make decisions about document routing, scheduling issues and attorney and pro se litigant questions, to name a few.
  • Ability to think independently in solving work-related problems.
  • Ability to work effectively and efficiently under stressful conditions.
  • Willingness and ability to adapt to changing needs of the court and to adjust process appropriately.
  • Ability to establish and maintain effective and cooperative working relationships with judges, attorneys, arresting agencies, staff and the public
  • Exercise good judgement, proven customer service skills, tact and courtesy.
  • Clear and concise oral and written communication skills.
  • Must clear a PA State Police Background Check
