Yolo County Health & Human Services Agency (HHSA) is recruiting to fill one (1) regular, full-time position in the classification of Business Services Supervisor for the In-Home Supportive Services Program (IHSS). IHSS serves Medi-Cal eligible older adults and individuals with disabilities by providing eligible recipients with authorized service hours to hire an IHSS provider to assist them the completion of activities of daily living and help them remain in their homes safely. The Yolo County IHSS Program serves over 4,000 recipients and 4,000 providers. IHSS is funded by federal, state, and county funds.

The Business Services Supervisor is responsible leading, training, supervising and evaluating the IHSS Payroll/Intake Team. The IHSS Payroll and Intake team process a high volume of provider pre-employment documents, recipient applications, and payroll related tasks such as worker compensation claims, Share of Cost Reconciliations, overpayment recoveries and Department of Justice background check clearances. They are an integral part of the IHSS Program and its success. The position also oversees day-to-day program/office operations ensuring systems, equipment, purchases, and supplies for the program are available.

The ideal candidate has In-Home Supportive Services knowledge and experience. This is a position with a high level of responsibility, and the ideal candidate must be able to meet deadlines, work with competing priorities and provide a supportive environment for the IHSS Payroll/Intake team. We are seeking a collaborator who has a proactive approach, is analytical and can solve problems. The Business Services Supervisor must be able to serve recipients, providers and our IHSS team with tact and diplomacy, especially when having difficult conversations. We are seeking a bilingual candidate to meet the demand of our providers/recipients (Russian or Spanish).

Definition
Under general direction, supervises a wide range of business administrative activities, including maintaining and revising financial and statistical records in a department; plans, organizes, coordinates and directs clerical and technical administrative work within the assigned work unit; performs the most difficult and complex assigned administrative assignments in the department including difficult technical clerical or accounting tasks; performs other related duties as required.

Distinguishing Characteristics
A Business Services Supervisor works directly for a department head or a senior level manager to supervise and perform a wide range of administrative tasks, studies or projects, including the most difficult, specialized and sensitive technical administrative work in the department. Incumbents in this class typically supervise technical administrative and/or clerical staff as a preponderant duty but also personally perform advanced technical administrative duties. Incumbents are expected to utilize a through knowledge of the overall operations of their department, as well as its business activities. Supervision of staff is the preponderant responsibility of a Business Services Supervisor where an incumbent may even supervise all of the clerical and technical administrative functions in the department. This class differs from the Administrative Assistant in that the Administrative Assistant performs technical and administrative tasks of average difficulty, work within well-defined standards and guidelines, and supervision of staff is not the preponderant duty of the Administrative Assistant classification.

Assignments may include, but are not limited to, the duties listed below:

  • Plans, directs, and supervises the work of subordinate technical and/or office support personnel performing the day to day operations of the clerical and business related functions of a department or a major division in a County department, including technical accounting, financial and other fiscal activities.
  • Assigns, directs, reviews and evaluates staff work and performance; selects staff; initiates appropriate disciplinary action if necessary; prepares work schedules to provide for adequate shift coverage; prepares and approves vacations and leave schedules.
  • Prepares or supervises the preparation of a variety of reports requiring the compilation of financial and statistical data; supervises the preparation of departmental accounting studies and reports.
  • Serves as a resource for managers and other employees, both internal and external to the department, on departmental policies and procedures, particularly in unusual or questionable situations.
  • Performs a wide range of difficult and complex technical administrative duties that may involve fiscal, personnel, purchasing, training, and related activities.
  • May assist with the preparation of the departments budget, as well as direct and monitor department expenditures and fiscal control programs; supervise the preparation of accounting studies and reports.
  • Prepares or supervises the preparation and maintenance of personnel documents including staff evaluations, payroll and other records; coordinates the purchase and requisition of supplies and equipment; researches cost and availability and recommends vendor selection.
  • Coordinates and arranges departmental training activities; tracks and schedules staff participation; develops, recommends and implements clerical/business procedures and manuals; plans and recommends revisions to work systems and procedures; oversees administrative computer operations and the use of other office equipment

Experience:  Either one year as an Administrative Assistant or comparable class in Yolo County, or three years of experience in an advanced journey level technical, clerical or accounting classification in the County; or

Four years of increasingly responsible technical, clerical, or accounting experience (one year of business school or college with major course work in accounting, information technology, data processing or statistics, may be substituted for one year of the required experience for a maximum of two years).

Background Requirements
Incumbents in this class may have access to Federal Tax Information and are subject to confidentiality and safeguarding requirements of Internal Revenue Code 6103(p)(4).  As such, an individual selected for this position is subject to a thorough background investigation as stipulated in Section 5.1.1 of Internal Revenue Service Publication 1075, which includes the following:

  1. Review of Federal Bureau of Investigation (FBI) fingerprint results;
  2. Check of local law enforcement agencies where the subject has lived, worked and/or attended school within the last five (5) years and, if applicable, of the appropriate agency for any identified arrests; and 
  3. Verification of an employee's eligibility to work in the United States.

Background investigations are conducted upon hire and every ten (10) years of employment thereafter.  

License
Some positions in this classification may require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

Verification of Education
 Acceptable forms of educational documentation are official or unofficial transcripts that list the student's name, institution name, field of study and date the degree was awarded.


For recent graduates who have not received proof of their degree yet, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.

 2. An evaluation of the applicant's degree and coursework equivalency by a private organization that provides foreign credential evaluation services. The evaluation must include a comparison of comparable U.S. courses for content, credit and grade.
