This position is a highly responsible management position that oversees the dynamic deployment and management of the EMS logistics staff. Logistics staff work around the clock and are responsible for the restocking and preparation of Emergency Medical Services (EMS) assets as well as supplying delivery across various locations in Volusia County. This position is the supervisor/manager of the logistics program and will be responsible for ensuring employee coverage is adequate throughout the County, performing interviews for logistics staff, completing on-time employee evaluations, overseeing and managing the Drug Enforcement Administration (DEA) controlled substance program, and working with the medical director on supply chain changes to gain necessary approval.

  • Oversees the DEA Controlled Substance Program for the EMS Division, Fire Rescue Division and Aviation units.
  • Overseeing and managing the day-to-day EMS logistics operations which includes restocking, deploying assets, and supply delivery.
  • Manages approvals of leave requests for logistics staff and makes recommendations for logistics staffing during disaster and/or special event coverage.
  • May serve as Logistics Section Chief for the EMS Division during disaster and/or special event coverage.
  • Prepares and oversees new hire training and continuing education/training for logistics staff in coordination with EMS command staff.
  • Coordinates projects through meetings, correspondence, and presentations where information is exchanged.
  • May represent the EMS Division on various County boards and/or committees. 
  • May represent the EMS Division on technical and/or evaluation committees for purchasing projects impacting the EMS Division.
  • Ensuring the coordination between logistics and Fleet Services is on track for preventative maintenance and more in-depth repairs.
  • May be on a team that helps design future ambulance builds.
  • May be assigned to be the liaison for EMS for facilities projects.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

High School diploma/GED and nine (9) years of progressively responsible experience in a logistics supervisory role, preferably in a medical/public safety supply setting.

OR

Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management or related field and five (5) years of progressively responsible experience in a logistics supervisory role, preferably in a medical/public safety supply setting.

A comparable amount of education, training, or experience may be substituted for the minimum experience.

Must obtain IS-100, IS-200, IS-700, G-300 and G-400 Incident Command System (ICS) certifications within one (1) year of employment. After completion of G-300 and G-400 must successfully complete the Federal Emergency Management Agency (FEMA) Logistics Section Chief course.

Must have a valid driver’s license at the time of hire. 

Must obtain a valid Florida driver’s license within 30 days of hire and maintain throughout employment.

  • Knowledge or the principles and practices of public administration.
  • Knowledge of research techniques and availability of current information.
  • Knowledge of tracking expendable supplies as well as capital assets through an inventory control software.
  • Understanding of the DEA controlled substances process (DEA222 program).
  • Ability to supervise subordinate staff and assign work.
  • Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.
  • Ability to express ideas clearly and concisely, orally and in writing to groups and individuals.
  • Ability to respond to emergency situations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to work under stressful conditions.
  • Must be able to relocate to other county locations based upon operational needs.

Mental Demands: Ability to read and comprehend professional manuals, legal documents, ordinances, statutes, instructions, reports, abstracts, financial reports, letters, and summaries. Ability to write reports, evaluations, summaries, letters, financial reports, procedures and policies. Ability to perform advanced mathematical functions. Ability to speak publicly and extemporaneously, conversant in polices, techniques and procedures of discipline. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.

Physical Demands: Ability to speak and hear. Visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle. Finger dexterity. Ability to bend, stoop, and reach. Ability to push, pull and/or carry up to 50 pounds. Must be able to stand for extended periods of time (in excess of 1 hour).

Environmental Demands: Primarily inside work. May work in outdoor environment while managing logistics staff.

Salary : $75,490 - $145,789
