Health Program Technician I/II
Under direct or general supervision, provides a variety of responsible support services to public and behavioral health staff and clientele in the development, implementation, evaluation and promotion of specialized public and behavioral health programs; conducts a variety of para-professional and clerical assignments; and performs related duties as assigned. 
 
Senior Health Program Technician
Under general supervision, provides the most  complex support services to public and behavioral health staff, and clientele in the development, implementation, evaluation and promotion of specialized public and behavioral health programs; conducts a variety of para-professional and clerical assignments; provides technical and functional direction to assigned staff; and performs related duties as assigned. 
 
SUPERVISION RECEIVED AND EXERCISED
 
Health Program Technician I/II
Receives supervision from an assigned supervisor.   Exercises no supervision of staff.
 
Senior Health Program Technician 
Receives supervision from an assigned supervisor.  Exercises technical and functional direction over and provides training to assigned staff.
 
CLASS CHARACTERISTICS 
 
Health Program Technician I: This is the entry level class in this series. Initially under close supervision, incumbents are responsible for providing a wide variety of para-professional and clerical support services to professional staff and clientele in community health programs. Incumbents are responsible for assisting professional staff with planning, coordinating, implementing, evaluating and promoting assigned program(s).  
 
Health Program Technician II: This is the fully competent level class in this series.  Incumbents are expected to perform the full range of duties. This classification is distinguished from the lower-level classification by additional training and the performance of complex functions. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.   This class is distinguished from the Senior Health Program Technician in that the latter is an advanced level class position requiring specialized knowledge and abilities performing the most complex duties assigned and may serve in a lead capacity over other staff. 
 
Senior Health Program Technician: This is the advanced, lead-level class in this series.  Incumbents are expected to perform the full range of duties. This classification is distinguished from the lower-level classification by additional training and the performance of complex functions which include assisting in the implementation of specialized programs requiring specialized and advanced level knowledge and abilities and serves in a lead capacity over lower-level staff. 
 
The positions in this class series are flexibly staffed and positions at the higher-levels are normally filled by advancement from the lower-levels based on department or program discretion and after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.  (Illustrative Only)

Health Program Technician I
  • Assists public health and behavioral health professionals in planning, coordinating, and providing services in an assigned area of the community. 
  • Conducts community needs assessments for the purpose of program planning.
  • Assists in identifying potential clients within the community who may benefit from services provided.
  • Assists with the recruitment, training and monitoring of program providers. 
  • Provides client assessment, routine counseling and case management as assigned.
  • Maintains and updates client files, plans, and follow-up services.
  • Participates in the development of program policies and procedures. 
  • Participates in and assists in planning, organizing and conducting meetings, workshops and seminars to provide health awareness and health programs. 
  • Assists agencies and groups in developing internal public health programs and projects. 
  • Prepares news releases, printed promotional materials, exhibits and other materials on community health topics. 
  • Maintains communication with local officials, clients, organizations and agencies to help ensure community involvement and understanding of health issues. 
  • Provides client transportation to and from programs and appointments as assigned. 
  • Gathers data for and maintains records of program activities; prepares and submits reports as required by the department and other agencies. 
  • Receives and responds to inquiries, requests for assistance, concerns and complaints from staff and the public regarding program policies, procedures and services. 
  • Practices in a manner that protects, promotes, and supports breastfeeding as assigned. 
  • Gathers breastfeeding history information sufficient to identify mothers and families who would benefit from support services as assigned. 
  • Safeguards privacy and confidentiality
  • Attends training, conferences, seminars, etc., as necessary to maintain job knowledge and skills.
  • Performs various administrative tasks as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, maintaining event calendars, preparing mail, ordering supplies, sending and receiving faxes, answering the telephone, etc. 
  • Performs related duties as assigned.
 
Health Program Technician II (In addition to the above):
  • Receives and processes program applications; contacts and interviews applicants and/or providers to obtain and verify information; reviews financial and residential information to determine client eligibility.
  • Assists Public Health Nurses in reviewing medical reports; initiates requests for new authorization. 
  • Assists supervisor in preparing and monitoring program budget(s) and preparing grant applications and reports. 
  • Provides in-service training and technical educational assistance to agency staff, personnel of schools, community groups and other public agencies.
  • Participates in and assists in planning, organizing and conducting meetings, workshops and seminars to provide health awareness and health programs. 
  • Assists in coordinating and implementing program activities; assists in developing and ensuring compliance with program policies, procedures and protocols.
  • Manages the electric breast pump loan program and other program requirements. 
  • Seeks assistance from and refers to appropriate lactation specialists as assigned. 
  • Provides training and direction to Health Program Technician I as needed.
 
Senior Health Program Technician: (in addition to the above)
  • Performs the most complex and difficult assignments related to the support services for public and behavioral health programs including assisting in the general administration and application of various programs.
  • Determines financial and geographic eligibility for   programs; explains State-established program criteria and regulations; contacts various agencies to help coordinate services for clients, makes referrals when appropriate; updates cases annually, or as needed.
  • Provides technical and functional training, and direction to other Health Program Technicians.
  • Interviews potential participants to determine program eligibility based on state and local guidelines pertaining to assessment or requirements, helps complete program enrollment, and submits necessary information to state programs as required.
  • Participates in the development of program policies and procedures. 
Knowledge of: 
 
Health Program Technician I:
  • Basic health problems and needs of the community.
  • Principles and practices of public health programming, promotion and education.
  • Pertinent local, state and federal laws, regulations and guidelines.
  • Basic record-keeping and report preparation techniques. 
  • Community resources. 
  • Interviewing, counseling, and education methods.
  • Modern office practices, methods, and computer equipment and applications related to the work.
  • English usage, spelling, grammar and punctuation; basic mathematics.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.


Health Program Technician II: (In addition to the above)
  • Pertinent local, state and federal laws, regulations and guidelines.
  • County and department policies and procedures.
  • Data collection, analysis and presentation methods. 
  • Basic principles of public relations and educational methods and resources.
  • Medical Terminology.
  • Basic budgeting and grant preparation methods. 
 
Senior Health Program Technician (In addition to the above)
  • Educational methods, including interviewing and counseling methods and resources.
  • Basic principles of supervision and training.
 
Ability to: 
 
Health Program Technician I:
  • Learn, understand, interpret and apply pertinent federal, state and local laws, regulations and standards 
  • Learn to interpret and apply eligibility requirements for participants for program needs.
  • Gather complete and accurate information from participants to assess the nutritional needs and medical risks of participants and provide basic nutrition counseling (as needed).
  • Effectively manage caseloads.
  • Assist in coordinating and implementing assigned community health programs and services. 
  • Understand and follow complex oral and written instructions. 
  • Research, evaluate and develop effective training / educational materials. 
  • Maintain confidentiality as appropriate.
  • Compile, organize and present data accurately.
  • Assist in coordinating community involvement in program activities. 
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
 
Health Program Technician II: (in addition to the above)
  • Facilitate meetings and coordinate public events.
  • Conduct presentations and training effectively. 
  • Assist in coordinating and implementing program activities.
  • Deliver breastfeeding care and services that are free of commercial conflict of interest or personal bias (as required).
  • Apply program eligibility requirements.
  • Understand the evidence-based Ten Steps to Successful Breastfeeding.
  • Provide staff leadership and work review as assigned.
  • Compile, organize and analyze data and prepare statistical reports.
  • Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines.
 
Senior Health Program Technician: (In addition to the above)
  • Provide technical and functional direction and instruction to others.
  • Exercise sound, independent judgment within scope of authority. 
 
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:
 
Equivalent to completion of twelfth (12th) grade supplemented with two (2) years of college-level coursework from an accredited college or university, with at least 8 units in health-related classes.   One (1) year of experience in a health, behavioral health, or social services field can substitute for the college coursework requirement.
 
Health Program Technician I:
 Six (6) months of community experience is preferred. 
 
Health Program Technician II:
At least two (2) years of experience at a level equivalent to the Health Program Technician I or teaching and/or health education.   
 
Senior Health Program Technician:
Equivalent to High School Diploma supplemented with two (2) years of college-level coursework from an accredited college or university in health-related fields, and three (3) years of increasing responsibility or experience in teaching and/or health education, or two (2) years as a Health Program Technician II with Tuolumne County.
   
Substitution for Senior Health Program Technician:  Additional qualifying experience can substitute on a year-for-year basis for the two years of college education. 
 
Licenses and Certifications:
 
  • Must possess a California driver's license and have a satisfactory driving record.
  • Certification as a WIC Nutrition Assistant (WNA) required within 6 months for specific programs.
  • Certification as a Lactation Educator is desirable for specific programs.
  • Senior Health Program Technician:  Certification as an International Board-Certified Lactation Consultant (IBCLC) highly desired.
