Under general direction; plans, schedules, and assigns work, manages and supervises personnel assigned to a service program of water/wastewater distribution, collection, maintenance, repair, and construction of the infrastructure network; manages the support equipment, tools, and vehicle maintenance functions; reviews construction plans, bids, and makes recommendations, performs inspections; prepares procedures, documents, and recommends policy. Performs other related duties as required.

Required Qualifications

Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below.

Completion of a high school equivalent education plus advanced study and practical experience of five (5) years in wastewater construction, maintenance and repair, three (3) years of which was served as a construction/maintenance supervisor. Must possess a valid State of Ohio Commercial Drivers License (CDL) with a ‘B’ endorsement.

Preferred Qualifications

A Class 1 Waste Collection System License preferred.

Comprehensive knowledge of wastewater, construction, maintenance & repair methods; supervision; safety practices and procedures. Thorough knowledge of employee training & development; departmental policies & procedures*; public relations; government structure & process; county purchasing procedures; engineering drawings; tools and equipment utilized in construction. Ability to interpret a variety of instructions in written, picture or schedule form; understand manuals & instructions (technical in nature); establish a friendly atmosphere as supervisor of a work unit; communicate effectively; resolve complaints from property owners, customers, and officials; prepare meaningful, accurate and concise reports; maintain accurate records.

  • An employee will be exposed to the various hazards associated with wastewater construction, maintenance and repair equipment.
  • Equipment and chemicals under all types of weather conditions.

  • While performing the duties of this position, the employee is required to travel to and access the various assigned work sites, other offices and agencies, institutions and businesses.
  • Employee must demonstrate physical fitness and agility and move whole body in continuous labor.
  • Regularly required to lift up to 75 lbs.; to move limbs and fingers easily to perform manual functions repeatedly; standing, talking, hearing, seeing, standing, walking, sitting, climbing, balancing, stooping, kneeling, crawling, pushing, pulling, feeling, reaching, lifting, grasping, twisting above the waist, bending at the waist, climbing ladders, entering crawl spaces, exertion of force.
  • Job requires performance of heavy manual labor, use hands to finger, handle, or feel and perform and repetitive motions; move whole body in continuous or heavy labor, push and utilize a tow motor, snow blower, hand and power tools, and other heavy equipment to accomplish job duties.
  • Specific vision abilities required by this job include close vision, distance vision, color vision and peripheral vision.
  • Employee shall meet all job safety requirements and all applicable PERPP/OSHA safety standards while performing the essential functions of the job.

Licensing/Certification

Must possess a valid State of Ohio Commercial Drivers License (CDL) with a ‘B’ endorsement.

Job Duties

The duties listed below are intended to depict tasks performed by this classification.

Supervises water/wastewater construction, maintenance and repair personnel (e.g., schedules, assigns, and reviews work; interviews job applicants and recommends their hire; trains and evaluates employee work performance; receives and adjusts employee grievances according to established guidelines; recommends commendations and disciplinary action as necessary; approves leave requests according to established procedures; recommends unit procedural changes; ensures that department policies and procedures are followed.
Receives and responds to inquiries from citizens, officials, etc. regarding water/wastewater construction, maintenance and/or repair projects; represents agency at public and private meetings with officials, construction contractors, developers, etc.; resolves problems for property owners, customers and officials.
Researches and compiles data; prepares technical specifications for equipment to be purchased; reviews bids and recommends purchases; prepares periodic performance reports as required; assists with the preparation of the unit budget request; maintains accurate work records.


Work Location: 33 Cole Ave. Extension. Akron, OH 44301

Work Schedule: Monday - Friday, 7:00 am - 3:00 pm. Overtime and on-call hours will be required on a rotating basis.
