The Sonoma County Water Agency (Sonoma Water) is looking for an experienced and dynamic professional for their next Division Manager – Financial Services.

This is an exciting opportunity to lead a dedicated team and oversee critical financial operations for a vital public agency.

The Division Manager – Financial Services at Sonoma Water is responsible for planning, organizing, and directing the operations of the Financial Services Division, which includes oversight of budgeting, accounting, fiscal management, grants administration, and related administrative functions. This position reports to the Assistant General Manager of Business Services and External Affairs and provides strategic leadership for Sonoma Water’s enterprise fund, guiding the development of financial plans related to water and sewer rates, long-term capital budgeting, debt service, and fund balance management. Responsibilities also include leading special projects such as financial planning and modeling, forecasting revenues and expenditures, monitoring budgets, recommending funding strategies for capital projects, and managing debt obligations—including evaluating and recommending financing options such as revenue bonds, bank loans, and State Revolving Fund loans.

The position oversees and coordinates the work of assigned staff, while also serving as a representative of the department in meetings, public forums, and before official bodies.

Sonoma Water is seeking a collaborative leader who develops and maintains positive relationships with department heads, elected officials, board members, commissions, and the public. The ideal candidate will be a progressive and highly capable administrative professional with strong interpersonal skills, excellent written and oral communication skills, and a high level of political acumen. The candidate will have strong analytical skills and significant experience developing and managing varied, complex budgets for public utilities, special districts, or at the county level. They will have a solid understanding of public sector budget practices, funding sources, and operations, and be proficient in developing long-range plans, forecasts, and projections, ensuring the long-term fiscal health of a public entity. They will also have experience with many of the following:

  • Long-term strategic planning and financing, working with the public to communicate complex issues and strategies
  • Shifting from supervising staff (including new employee selection, progressive discipline, and training/development) to performing highly responsible administrative work
  • Managing complex operating, capital, debt service, and internal service fund budgets with multiple funding sources, along with managing debt portfolios, maintaining relationships with rating agencies and investors, and identifying financial risks and opportunities
  • Representing an agency or organization before stakeholders, elected officials, and the public, including preparing and delivering convincing, clear, concise, and well-organized professional presentations
  • Working with water, wastewater, or sanitation agencies, as well as clean, renewable energy enterprises or alternative energy providers, are desired

About Sonoma Water

Sonoma Water is a special district formed by the California State Legislature in 1949 and is responsible for providing a safe and reliable water supply to its customers in Sonoma and Marin counties. Sonoma Water also maintains 75 miles of flood control channels and provides sanitation services. Employing approximately 250 employees, Sonoma Water consists of four divisions including Engineering & Resource Planning, Environmental Resources, Business Services & External Affairs, and Water/Wastewater Operations & Maintenance. Sonoma Water is currently recruiting to fill a Water Agency Division Manager - Financial Services position. This employment list may also be used to fill future full-time, part-time, or extra-help positions as they occur during the active status of the list. Qualified County employees who wish to be considered for future positions should consider applying to this recruitment. Experience: Any combination of experience that would provide the opportunity to acquire the knowledge and abilities listed. Normally, four years of progressively responsible experience in a professional, personnel, administrative, or fiscal staff position, including at least two years of experience supervising professional, administrative, or technical staff within a large and complex organization, would provide such opportunity.

Education: Any combination of course work and training that would provide an opportunity to acquire the knowledge and abilities listed. Normally, such course work would include the equivalent of a four-year college or university degree in business administration, public administration, management, economics, accounting, finance, statistics, personnel management, or a closely related field.

Other Requirements

License: Possession of a valid California driver's license at the appropriate level, including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.Thorough knowledge of: principles and practices relating to modern budget, cost accounting, and programs and systems of fiscal management; research methodology, report writing and basic statistics and their applications; public personnel administration; principles of supervision; management and leadership styles and techniques designed to train, supervise, motivate and lead a group of employees, which includes understanding employee behavior and performance standards; interviewing techniques; use of personal computers and appropriate software applications

Considerable knowledge of: basic principles, practices and procedures used in governmental accounting; electronic data processing equipment and of accounting methods and procedures associated with the use of such equipment; operations and functions of local government and water agency operations; written and oral communications, including language mechanics, syntax and English composition; modern office methods and procedures

Ability to: plan, organize and direct the activities of the Administrative Services division; analyze problems and draw logical conclusions; understand, interpret and apply rules, regulations and ordinances and federal, state and local legislation; establish and maintain effective working relationships with county management personnel, employees, and the public in carrying out sound management policies; perform data collection, interpretation and evaluation pertaining to administrative, fiscal and management matters; use principles of inductive and deductive reasoning to validate conclusions and recommendations; communicate verbal and written ideas clearly and logically; persuade, rationalize and project consequences of decisions and/or recommendations; analyze administrative problems, budgets and a variety of programs, systems and procedures; effectively supervise the work of professional, technical and clerical employees; and use a personal computer to do word processing and spreadsheets.

Working Conditions

Duties require sitting, standing, squatting, stooping, and walking on level surfaces in performance of daily activities. The position requires grasping, repetitive hand movement, and fine coordination in preparing reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data and using a computer, and acute hearing is required when providing phone service and communicating in person. Incumbent may be required to drive vehicles, walk on uneven surfaces and be subjected to dust and pollen while making site visits. The need to climb stairs, push and/or lift weights up to 25 pounds may be required when using office equipment, lifting report binders, or moving other materials. The incumbent attends meetings, works with interruptions, and answers questions while meeting critical schedules and multiple deadlines.

The Selection Procedure Will Consist Of The Following Examination
