Minimum Qualifications
Experience: Any combination of training and experience which would provide an opportunity to acquire the knowledge and abilities listed.
Normally, two years of technical professional experience involving technical support, systems or operations analysis, or similar field in a multi-platform information technology environment or one year of experience as an Information Technology Analyst I with the County of Sonoma. Specific experience related to the work of the assigned division may be required.
Additional, highly relevant professional level experience may be substituted for the required education.
Education: Any combination of education and training which would provide the opportunity to acquire the knowledge and abilities listed. Normally, academic coursework and/or formal training in computer science, information systems, network systems or a closely related field would provide this opportunity.
License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position. Certification in networking technology or other specialized area related to area of assignment is desirable for some assignments.

- Collaborating with vendors, customer departments, and internal stakeholders
- Reviewing vendor proposals and overseeing software licensing, including renewals, compliance tracking, and usage optimization
- Serving as a liaison between IT staff, vendors, and departments to ensure solutions meet operational needs
- Assisting with negotiating contracts, pricing, and service terms in coordination with central purchasing and legal staff
- Maintaining accurate inventory and documentation of IT assets and licenses
- Working with fiscal staff to align procurement activities with budget planning and fiscal controls, including communication on renewals and contract obligations
- Researching products, developing specifications, and recommending purchases
- Partnering with IT leadership, procurement, and legal staff on final vendor selection, contract approval, and policy compliance
- Knowledge of procurement practices such as competitive bidding (RFP/RFQ), contract development, and cooperative purchasing
- An understanding of technology purchasing, including software licensing models (MSA, ELA, subscriptions, renewals)
- Familiarity with public purchasing laws and policies
- General IT knowledge to support hardware, software, and technical specification review
- Experience working with multiple stakeholders
- Proficiency with Excel and financial/purchasing systems, plus service ticket platforms
- The ability to skillfully research IT products and compare licensing structures
- Working knowledge of IT environments, including hardware, software, networks, and cloud services
