What are the responsibilities and job description for the Assistant Solicitor position at County of Somerset PA?
Position Overview: The Agency Solicitor will handle all legal matters as directed for the Somerset County Office of Children & Youth Services providing advice/service to the Agency Administration of the Office of Children & Youth Services.
Minimum Experience and Training: Graduation from a college or university with a degree in law. This individual must be licensed to practice law in the Commonwealth of Pennsylvania.
Employment Standards: The Solicitor must be knowledgeable and current in the law regarding all provisions of the Pennsylvania Juvenile Act, the Child Protective Services Law, the Pennsylvania Adoption Act, Interstate Compact, as well as all federal and state regulations and related statutes as they may pertain to the functioning of the Somerset County Office of Children & Youth Services.
Essential Duties and Responsibilities: The Solicitor provides legal advice to the staff of Children & Youth Services. In addition, must be available outside working hours to provide legal services during emergencies. The Solicitor will not negotiate agreements without the approval of the Agency and except for issues of legal tactics, shall accept case objectives as established by the Agency.
The Agency Solicitor will also plan and prepare for contested hearings; having face to face conferences with the caseworker in advance of the hearing, advise and train agency workers about legal issues and about the Court, will assist the Agency and the Court to address systemic issues and problems, and, will interpret laws, rulings and regulations for caseworkers relating to dependency, adoption, and termination of parental rights, child abuse expunction issues and child support.
The Solicitor shall represent the Agency during all hearings before The Court of Common Pleas (and appellate courts as necessary) relating to child dependency, termination of parental rights, adoption, and child support. The Solicitor shall also represent the Agency during child abuse expunction hearings and foster care licensing appeal hearings before The Department of Human Services in Pittsburgh. Also, the Solicitor may attend the Solicitors’ Meeting during the Quarterly PCYA Meetings.
The Solicitor will have the services of a paralegal to utilize accordingly.
Work Environment/Physical Standards: Inquiries by the Solicitor shall be channeled through the Agency Director, or the Agency Assistant Director. Any unresolved problems that may arise shall be handled through the grievance procedure. The Agency will provide office space, appropriate supplies, and materials
