Providing Public Assistance and Employment Services to Solano County
The Employment and Eligibility Services Division within the Health & Social Services Department connects community members who qualify with food, health care, financial, employment, and other supportive services to promote healthy, safe, and stable lives. The division serves more than 1 in 3 county residents through programs including Medi-Cal, CalFresh, CalWORKs, and General Assistance.


THE POSITION


This Employment/Eligibility Administrator position is primarily responsible for planning, organizing, and directing one or more major public Social Services programs through subordinate managers and supervisors, and assisting the Deputy Director in division administration.
Examples of duties include but are not limited to:

  • Supporting the Deputy Director in developing and implementing goals, strategies, policies, and procedures of the Employment and Eligibility Services Division (E&ES) of the Health & Social Services Department, which includes over 400 full-time employees (FTE) serving 1 in 3 county residents.
  • Assisting with planning, organizing, directing and evaluating the delivery of public assistance programs serving eligible low-income Solano County residents, including CalWORKs, CalFresh, Medi-Cal, General Assistance, and various employment and housing programs.
  • Overseeing program support functions such as hiring, training, clerical operations, reporting, contracts, CalSAWS, quality assurance, quality control and policy development.
  • Supervising subordinate managers and collaborating with other divisions, departments, labor unions, and outside agencies to facilitate high quality service delivery in accordance with federal, state, and local policies and within approved budgets.
  • Providing leadership, direct and indirect supervision, mentoring, and coaching to managers, supervisors, and staff.
  • Utilizing data to assess operational performance, including compliance with federal and state mandates, and overseeing corrective action plans designed to improve performance.
  • Preparing and presenting information to the Board of Supervisors, community groups, other departments, and staff.
  • Assisting with the identification and justification of budget needs, monitoring expenditures, and ensuring compliance with federal, state and local funding rules.


POSITION REQUIREMENTS

EDUCATION AND EXPERIENCE REQUIREMENTS

Experience:
Five (5) years of progressively responsible experience in the delivery of community Social Services, or closely related experience, that includes at least two (2) years of direct program management and supervision of professional staff coupled with experience in public administration including budget preparation, contract administration, project management and program planning and evaluation; AND

Education:
A bachelor's degree is required from an accredited college or university preferably with a major in Social Work, Business or Public Administration or a related field. A master's degree in social work, Business or Public Administration or a closely related field is preferred.

LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS:

  • Applicants may be required to possess a valid California Driver’s License, Class C
Note: All licenses, certificates and registrations must be kept current while employed in this class. This may include the completion of continuing education units to maintain the required registration in good standing. Employees must keep their licenses, certifications and registrations current and failure to do so may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement.
