ABOUT THE DEPARTMENT
The Sheriff's Office is organized into four major divisions: Custody, Services, Enforcement and Coroner.
The Custody Division includes the County Jail and the Annex Work Facility. The purpose of the jail is to incarcerate offenders while providing basic medical care for County, State, out-of-County, and federal prisoners who are ineligible to be assigned to alternative custody programs. The jail is a maximum-security facility that houses both pre-sentenced and sentenced persons.
The Services Division includes The Local Office of Emergency Services, Personnel and Hiring, the Background Unit, Internal Affairs, and the Records Unit.
The Enforcement Division handles all Patrol related matters. The Major Crimes Unit augments patrol and investigates property crimes, and crimes against people. The Enforcement Division is also responsible for municipal law enforcement services within the City of Shasta Lake. The Animal Regulation Unit is also under the Enforcement Division of the Sheriff’s Office.
The Sheriff is also the County Coroner; therefore, the Coroner’s Division is responsible for investigating sudden, violent, unusual, and unexpected deaths, when the decedent has not been recently seen by a physician. The Coroner’s Division is commanded by a Lieutenant who serves as the agency’s Chief Deputy Coroner.
ABOUT THE POSITION
Under direction of a division Captain, to assist in the planning, directing, supervising, and coordinating of division activities; to directly manage the operation of a Sheriff's Station or Specialized Unit in the Enforcement Division, Custody Division, Office of Emergency Services, Coroner’s Office, or any assigned special unit (e.g. Drug Task Force); and to perform related work as required.
SPECIAL NOTE: An individual will be required to pass a background investigation relevant to working in a law enforcement office or facility prior to be hired.
DISTINGUISHING CHARACTERISTICS
Lieutenant assignments may be in the Enforcement Division; Services Division; Coroner’s Office; or in the Custody Division. They are distinguished from positions in the lower class of Sergeant by their broader scope of authority. They are distinguished from positions in the higher class of Captain, generally, by not having the responsibility for the overall management of a division.

The ideal candidate will understand the importance of consistent application of policies, and lawful operations which include contemporary community-oriented policing methods and protocols; and possess the skills, knowledge and experience to provide effective oversight of activities of the department with outstanding leadership. The candidate will know how to create and foster a team-oriented environment that values accountability, and values principles of diversity and inclusion; possesses superior communication, conflict resolution and employee engagement skills, and helps Sheriff’s Office employees reach their full potential.
Duties may include, but are not limited to, the following depending on division assignments:
Assists in the planning, directing, supervising, and coordinating of divisional activities; assists in the preparation of a division budget; assumes responsibility for the command of a division during the absence of those of higher rank; assists in implementing and enforcing operational and administrative policies and procedures; conducts periodic inspections of personnel and equipment; acts as liaison with other divisions, outside agencies, the public, and between management and subordinate personnel; directs subordinates of the Enforcement Division as a Station or Unit Commander and the Custody Division in the reception, custody, care, and release of inmates; manages and supervises the Coroner’s Office Civil Unit and Coroner staff, Office of Emergency Services, Boating Safety Unit, and Search and Rescue volunteers. Reviews cases and assists subordinates in preparing cases for prosecution; monitors the performance of subordinate personnel and prepares evaluations; maintains open lines of communication between the Sheriff’s Office and the community; participates in programs designed to improve relations between line personnel and the general public; assists in writing and managing grants; understands Incident Command System (ICS), National Incident Management System (NIMS), and Mutual Aid processes; manages the operation of a substation; prepares regular and special reports; may supervise and conduct investigations on cases of major concern; may assign major cases to appropriate personnel.

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:
Knowledge of: Divisions, functions, responsibilities, regulations, and procedures of the Shasta County Sheriff's Office; modern police methods and procedures, including patrol, crime prevention, basic investigation, identification techniques and emergency services, animal and boating regulations; criminal law, rules of evidence and presentation of evidence in criminal cases; techniques of criminal investigation and methods of identifying and preserving evidence; laws, rules, regulations, and procedures pertaining to custodial operations, security measures, transportation of prisoners, and the custody and feeding of prisoners; laws, rules, regulations, and procedures pertaining to livestock and animals, Coroner and Civil service, and boating operations; principles and techniques of supervision and training; general knowledge of court procedures in criminal and civil cases; and the proper operation and care of Sheriff's Office firearms and equipment.
Ability to: Plan, assign, instruct, and manage the work of subordinate staff in a division or special unit; quickly and objectively analyze situations and adopt an effective course of action; train or direct the training of subordinate staff; prepare clear, concise, and comprehensive written reports; obtain information through interview, interrogation, and observation; and establish and maintain effective relationships with those contacted in the course of work.
MINIMUM QUALIFICATIONS
Three (3) years of experience at the level of Sergeant with the Shasta County Sheriff's Office or equivalent outside law enforcement agencies.
Sixty (60) college units are desirable, and an Associate of Arts degree is preferred.
SPECIAL REQUIREMENTS
Possession of a valid California driver’s license.
Possession of a P.O.S.T. Advanced Certificate.
Possession of a P.O.S.T. Supervisory Certificate within one (1) year of appointment.
Successful completion of the P.O.S.T. Management Course within one (1) year of appointment.
