Typical Tasks Plans, organizes, directs, implements, and monitors research and evaluation activities, which may include quality improvement methodologies; Determines research and evaluation program objectives and goals and develops strategies to achieve objectives; Selects, supervises, directs, evaluates, and disciplines staff, and ensures their orientation, training and development; Designs research and evaluation studies of a variety of County client programs and services within assigned agency or department; Develops and implements performance and outcome measures, and monitors systems for services provided; Selects appropriate research designs and randomization protocols, sampling strategies, and data collection, data entry, and data quality processes; Designs evaluation process for Federal, State, and local funded programs; Prepares papers or reports for publication in professional journals; Prepares grant applications for research, evaluation, and needs assessment projects; Presents results of research, evaluation, and outcome measurement projects; Formulates and implements plans, policies, and procedures for carrying out functions of research and outcome measurement in assigned department or agency; Oversees the development and administration of budget and funding of research activities; Prepares reports on research and evaluation activities; May train agency / department staff in the activities related to research and program evaluation; Serves as a representative and liaison for research, program, and community assessment activities with other County departments, public and private agencies, community groups and organizations, outside research investigators, and Federal and State agencies; Serves as a liaison between assigned department / agency and information technology and procurement staff to provide program design and evaluation methods and tools, and to recommend new service technologies and best practice models for service delivery; Selects and manages specialized consultants; May be assigned as a Disaster Service Worker, as required; Performs related work as required. Employment Standards Sufficient education, training and experience to demonstrate the possession and direct application of the following knowledge and abilities : Training and Experience Note : The knowledge and abilities are attained through possession of a Doctorate Degree in any field, AND Three (3) years of experience in research, evaluation, and performance outcome activities. Special Requirements Possession of a valid California Driver's License prior to appointment and the ability to qualify for and maintain a County driver authorization.
