We are accepting applications to fill one (1) full-time Environmental Health Specialist, Supervising, position in Santa Barbara or Santa Maria.
POSITION: Under general direction of the Environmental Health Program Director, plans, organizes, supervises and evaluates the work of subordinate personnel in the enforcement of Environmental Health and Safety laws, rules and regulations; performs related duties as required.
The primary responsibilities for the Environmental Health Specialist, Supervising, will be overseeing staff who are engaged primarily in Land Use, Ocean Water Monitoring, Onsite Wastewater Treatment Systems (Septic), Pharmaceutical Waste, Site Mitigation Unit, Solid Waste (Local Enforcement Agency), Water Wells and Drinking Water Systems (Local Primacy Agency), and other Technical Services Environmental Health programs in the Santa Barbara and Santa Maria office locations.
DISTINGUISHING CHARACTERISTICS: This is the supervisory level in the Environmental Specialist series. Incumbents are responsible for supervising the daily operations of an assigned work unit in such areas as land use and development, liquid waste, water systems, solid waste and food sanitation. This class is distinguished from Program Manager classes in the Environmental Health Division by the latter's responsibility for management of community health or hazardous materials programs.

A person who is appointed to a position under Civil Service Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.

The Ideal Candidate will possess:
- At least two (2) years lead or supervisory training and experience in environmental health or a related field;
- At least five (5) years of experience as an environmental health professional with a recognized environmental agency, organization or company;
- Have education and/or experience in civil engineering and/or geology;
- California Professional Civil Engineer or Geologist license;
- Demonstrated ability to problem solve and communicate well with staff and clients;
- Strong customer service skills;
- Demonstrated ability to assure environmental health programs and services are implemented in a manner that seeks to promote and prioritize health equity;
- Willingness to exercise creativity, innovation, and flexibility while maintaining fundamentally sound public health practice;
- Ability to effectively use performance data for monitoring the improvement of organization functions and outcomes.

- Plans, directs and assigns the work of subordinate professional and clerical staff; trains staff; evaluates job performance; makes recommendations regarding hiring, promotion and disciplinary actions as necessary and appropriate.
- Ensures that inspections and investigations are completed in accordance with the appropriate laws and divisional policy; interprets and implements policies, regulations, procedures and programs for the work unit; establishes and maintains uniform methods of inspection and investigation, enforcement procedures, collection and processing of samples for laboratory examination.
- Assists in the formulation of operational policies, programs and procedures; identifies operational problems or inefficiencies and recommends corrective action.
- Represents the Environmental Health Division before community groups, political and appointed bodies; hears complaints and makes decisions regarding their disposition.
Registration as an Environmental Health Specialist in the State of California AND either:
- two (2) years of experience as a registered Environmental Health Specialist in a public health agency OR;
- two (2) years of equivalent experience.
Additional Requirements: Possession of a valid California Class C Driver's License at the time of appointment may be required.
Knowledge of: principles and practices of Environmental Health inspection, regulation and enforcement; State and Federal laws and regulations governing Environmental Health and Safety; effective public information and public relations methods.
Ability to: plan, direct, supervise and evaluate the work of others; read, interpret and explain applicable policies, laws and regulations; define problem areas, interpret and evaluate complex technical data and draw valid conclusions; evaluate situations and respond effectively in emergencies; assess violations of codes and pursue abatement; evaluate effectiveness of program elements and recommend changes in technical aspects of program; communicate effectively both verbally and in writing with people of diverse socio-economic backgrounds and temperaments; plan and deliver presentations and training programs to staff and at public meetings; communicate and interact in situations requiring instruction and persuasion; prepare and present clear and concise written narrative and statistical reports; establish and maintain effective working relationships with staff, other departments and the general public; demonstrate tact and diplomacy.
Desirable Qualifications: Lead or supervisory training and experience is desirable.

- Review applications and supplemental questionnaire to determine those applicants who meet the employment standards.
- Supplemental Questionnaire Ranking. Responses to the required examination supplemental questions will be evaluated and scored. Candidates’ final score and rank on the eligibility list will be determined by the responses to these questions. This process may be eliminated if there are fewer than 11 qualified candidates.
Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

The County of Santa Barbara Health Department (County Health) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the County Health Employee Immunizations policy.
