The Human Services Agency (HSA) of the County of San Mateo is seeking qualified candidates for the position of Human Services Manager II. The current vacancy is in the Economic Self Sufficiency division of the Human Services Agency. Under the direct supervision of the Director of Economic Self-Sufficiency, the Human Services Manager II is responsible for a number of public assistance program areas including Medi-Cal, CalFresh, CalWORKs, General Assistance, Foster Care, and CAPI delivered throughout the County. Further, the position calls for the development of close, collaborative working relationships with other system of care agencies as well as with other service providers in the County.

In general, the Human Services Manager II:

  • Plans, directs, coordinates, implements, and evaluates comprehensive social or community service programs for a multi-disciplinary human services program area that has county-wide impact.
  • Evaluates goals, objectives, policies, procedures, and outcomes related to programs.
  • Provides leadership and coordination to internal staff, community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs.
  • Provides highly complex staff support to senior level executives.
  • Exercises direct and indirect supervision over managerial, professional, technical and clerical staff, including consultants and contract service provider systems.

In addition to having a demonstrated record of working in a cooperative manner with other agencies, both public and non-profit, the successful candidate will also have a demonstrated record of establishing strong community partnerships. The Human Services Manager II will provide critical leadership and oversight into program operations, staff supervision and partner engagement.
  
The ideal candidate will possess:

  • A commitment to improving the lives of vulnerable individuals and families and supporting the community.  
  • A minimum of 2 years of supervisory experience in the field of providing public assistance programs in the State of California.
  • Current expertise in State/County/Federal rules and regulations including best practices related to public assistance programs such as Medi-Cal, CalFresh, CalWORKS, Foster Care, General Assistance and the Cash Program for Immigrants (CAPI).
  • A Bachelor's degree in a social service, policy, public administration or related field.
  • Experience collaborating with other departments, government agencies and community organizations.
  • Excellent interpersonal skills and the ability to facilitate diverse groups of people.
  • Superb written and oral communication skills.
  • Strength in analyzing data to resolve problems and/or improve efficiency and outcomes.
  • Skills in community engagement.
  • Ability to provide effective leadership to a diverse workforce.
  • Capability and skill necessary to support and motivate staff at all levels of the organization.
  • A mindset that is strategic, innovative and forward thinking.
  • Strong political acumen.

Departmental Status: An applicant must be a Human Services Agency employee with at least six months (1040 hours) of continuous service in a classified regular, probationary or extra help/limited term position prior to the final filing date to apply. 

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of increasingly responsible experience in a social or community services organization, including significant responsibility for funding, budget development, program utilization, and/or evaluation or coordination of community resources.

Knowledge of: 
  • Principles and practices of public administration, and program management, including planning, implementation, and evaluation.
  • Principles and methods of social and community services including current trends in Medi-Cal, CalFresh, CalWorks, General Assistance, immigration, homelessness, employment, and poverty reduction.
  • Laws, codes, and regulations governing social and community service programs, and knowledge of county, state, and federal legislative developments applicable to contemporary program or service issues.
  • Organizational and fiscal management within a multi-faceted, community-based program setting.
  • Community resources and public/private services and funding sources.

Skill/Ability to:
  • Identify and analyze complex socioeconomic issues and problems.
  • Plan, direct, coordinate, implement and evaluate programs and services on a comprehensive, county-wide level to meet community needs.
  • Integrate a variety of activities and services to achieve program goals, objectives, and priorities.
  • Apply principles and techniques of community organization.
  • Speak effectively to diverse audiences, including client, professional, civic and citizen groups.
  • Maintain cooperative working relationships with other program managers and staff, other agencies and the community.
  • Enlist and mobilize community support for programs.
  • Prepare complex and detailed written reports, program policies, procedures and contracts.
  • Train staff and coordinate activities of contractors, volunteer groups and staff.
Departmental Promotional Only. Only current County of San Mateo employees in San Mateo's Human Services Agency with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra help/limited term position prior to the final filing date may apply.   

The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualificationAll applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in the County San Mateo, California and applicants must participate at their own expense.
