Description

San Mateo County Health is seeking a well-qualified individual for the position of Electronic Health Record Analyst I/II- Resolute Professional Billing/Hospital Billing. This position will support Epic Resolute Professional Billing/Hospital Billing which will prefer a current Epic certification in Resolute Professional Billing, Resolute Hospital Billing, or Claims.

There are currently two regular vacancies in the Health IT Division located in South San Francisco or San Mateo, CA, and will require travel/driving throughout the county to perform job duties. This position is currently hybrid, with both on-site and remote work based on business need and subject to change.

Primary responsibilities will include:

Epic Professional Billing/Hospital Billing Implementation:
  • Lead or participate in all phases of the Epic Professional Billing/Hospital Billing implementation lifecycle, including requirements gathering, design, build, testing, training, and go-live support.
  • Collaborate with cross-functional teams to ensure alignment of system configurations with organizational goals and objectives.
  • Configure and customize Epic Professional Billing/Hospital Billing application to meet specific business requirements while adhering to best practices and industry standards.
  • Utilize appropriate Epic tools for efficiency including but not limited to Sherlock, Orion, and Nova.

System Optimization and Maintenance:
  • Proactively identify opportunities to optimize workflows, enhance system functionality, and improve revenue cycle performance.
  • Conduct regular system audits to ensure data integrity, compliance with regulatory requirements, and adherence to organizational policies.
  • Manage and adhere to Service Level Agreements (SLAs) for system availability, incident response, and resolution times.
  • Troubleshoot and resolve complex technical issues related to Epic Professional Billing/Hospital Billing application, working closely with technical teams as needed.
  • Monitor system performance and resource utilization, implementing adjustments as necessary to maintain optimal performance.
  • Coordinate and participate in regular system maintenance activities, including updates, patches, and upgrades, to ensure system stability and security.
  • Collaborate with vendors, consultants, and internal stakeholders to evaluate new features, functionalities, and upgrades, assessing potential impact and benefits for the organization.

User Support and Training:
  • Provide expert-level support to end-users, addressing inquiries, troubleshooting issues, and delivering solutions in a timely manner.
  • Develop and deliver comprehensive training materials and sessions to educate end-users on system capabilities, best practices, and workflow efficiencies.
  • Serve as a subject matter expert and primary point of contact for all Epic Professional Billing/Hospital Billing-related inquiries and escalations.


Documentation and Reporting:
  • Maintain accurate documentation of system configurations, processes, and workflows, ensuring alignment with organizational standards and regulatory requirements.
  • Generate and analyze reports to monitor system performance, identify trends, and measure key performance indicators related to revenue cycle management.

Ideal candidate will possess:
  • Bachelor's degree, Information Systems, or related field preferred.
  • Epic certification in Resolute Professional Billing (PB) or Hospital Billing (HB), additional certifications preferred (i.e. Claims, Benefits Engine). If certification is needed, candidate will meet certifications requirements within 3 months of completion of training
  • For EHR I, prior experience with other healthcare IT applications is preferred but not required (i.e. Cerner, MEDITECH, Allscripts,etc)
  • Minimum of 3 years of experience implementing, optimizing, and/ or supporting Epic Professional Billing/Hospital Billing application in a healthcare environment.
  • Strong understanding of revenue cycle management processes, including charge capture, claims processing, and reimbursement methodologies.
  • Proficiency in Epic system configuration, customization, and integration techniques.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Exceptional communication, interpersonal, and customer service skills.
  • Ability to manage multiple priorities in a fast-paced environment and work effectively both independently and as part of a team.

Examples Of Duties

The duties of the position may include, but are not limited to, the following:
  • Collect, analyze, and document business operations and workflows.
  • Meets with department customers to assess EHR requests and provide guidance on how to detail business needs.
  • Identify, analyze, and recommend improvements and enhancements to operational processes, system automation, and information flows to ensure greater integration of functions within the organization.
  • Coordinate security workgroups, ensure integrity of the system's security infrastructure, and provision security for users.
  • Serve as the first point of contact for users, customers, and vendors on EHR-related issues; troubleshoot problems and respond to inquiries.
  • Support assigned interfaces and ensure interfaces meet the needs of end users.
  • Perform a variety of analytical duties in the design, implementation, and maintenance of EHR information systems or applications.
  • Implement testing requirements and process, facilitate end user testing, hardware testing, and maintain test environments.
  • Participate in the evaluation of new application releases, test new applications and system upgrades.
  • Install or upgrade software applications; and troubleshoot software and application related problems.
  • Interact with end users and vendors on project design issues and work to resolve vendor production support issues.
  • Respond to customer/user questions and concerns and recommend solutions as needed.
  • Provide onsite support during go-lives and system upgrades.
  • Participate in developing and/or lead training programs, curriculum and lessons including preparing training materials.
  • Keep trainers abreast of new functionality and system changes.
  • Analyze data conversion needs.
  • Ensure test scripts have been created, reviewed, and updated to reflect proposed workflow solutions.
  • Troubleshoot basic user or system problems, address end user questions, and at the II level, provide on-call support on a rotating basis.
  • Analyze new functionality in new releases to identify impact, make recommendations and review and test changes.
  • Participate in disaster recovery measures.
  • Ensure quality assurance processes are followed, including change management and testing efforts.
  • Perform related duties as assigned.

Qualifications

Knowledge of:
  • Electronic health record systems, specifically Epic software applications.
  • Design, implementation, testing, updating, maintenance, evaluation, and analysis of system configuration, system setup, and application tables.
  • Clinical applications and regulatory standards, a wide range of application functionality, content, and associated workflows.
  • Customer service principles.
  • Policies, procedures, and business operations.
  • Principles and procedures in project management and project management methodologies.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

EHR Analyst I: Two years of experience working in a healthcare setting utilizing health information systems, or one year of experience providing information technology support.

EHR Analyst II : Two years of information technology support experience in a healthcare operation setting, including at least six months of Epic user support experience.

License/Certification

EHR Analyst I: Must successfully complete Epic training on an application determined by Health IT management based on business needs within date set forth in the Epic Project Training schedule or within 6 months from time of hire.

EHR Analyst II : (1) Epic Certification in Resolute Professional Billing, Hospital Billing, Professional Billing Claims, or Hospital Billing Claims; and (2) maintain Epic training credentials through Epic's Continuing Epic Education (CEE) program with additional training that must be completed to maintain certifications, proficiencies, and badges.

Open & Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: Pass/Fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification . All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
