What are the responsibilities and job description for the Deputy Chief Information Officer position at County of San Juan (NM)?
Under administrative direction of the Chief Information Officer, plans, organizes, and directs the operations and staff of the Information Systems Department including GIS; directs and coordinates the cybersecurity program, enterprise application portfolio, and capital technology projects of the Information Systems Department; coordinates development and strategic initiatives in alignment with the County's IT mission; manages risk and ensures operational continuity across County technology systems; engages proactively with County departments, elected officials, and stakeholders to ensure IT services align with operational needs while advancing the County's strategic technology objectives; acts on behalf of the Chief Information Officer as assigned.
Direct Reports: The Deputy CIO directly supervises the IS Manager and serves as the primary personnel authority for that position including performance evaluation, disciplinary matters, and day-to day directions. In the Deputy CIO’s absence, IS Manager will report to the Deputy County Manager.

- Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or closely related field, and eight (8) years of work experience in information technology; or a combination of equivalent education and work experience sufficient to perform the duties of the position.
- Five (5) years of management and/or supervisory experience of personnel.
- COMPTIA Security Certification (or equivalent) preferred.
- Pass an initial comprehensive criminal background check and be subject to periodic background checks during the course of your employment in this position.
- Valid State of New Mexico Driver's license or able to obtain within six (6) months of employment.
- Work is performed in an office environment; may be subject to repetitive motion such as typing, data entry and vision to monitor; may be subject to extended periods of intense concentration in the review of documents and reports.
- The noise level in the work environment is usually moderate.
- Required to sign and adhere to a non-disclosure agreement (NDA), ensuring the confidentiality of sensitive and proprietary company information as part of daily duties.

- Utilize, process, and navigate the County’s electronic ERP system as necessary and appropriate based on the needs and requirements of this position.
- This position may be eligible for an alternative worksite arrangement, in accordance with County policy and at the discretion of the Department Head.
- Assist in developing, evaluating, and implementing department goals, policies, and procedures; ensure activities comply with applicable laws, policies, and regulations.
- Assist in coordinating daily operations by establishing priorities, allocating resources, and ensuring timely execution of projects and services. Lead workforce planning efforts, including training, and staff development.
- Provide leadership, coaching, and accountability to staff, fostering a high-performance and professional work environment, and conduct performance evaluations and monitor staff progress, providing ongoing feedback and direction
- Apply sound judgment in resolving operational issues and personnel issues in coordination with the CIO as appropriate.
- Oversee the County's enterprise cybersecurity program, including policy development and enforcement, risk assessments, threat monitoring, incident response, and compliance with applicable regulations including HIPAA and other federal and state requirements.
- Manage the enterprise application portfolio, including hands-on administration and support of enterprise systems such as ERP, permitting, and HR platforms, application lifecycle management, procurement, vendor relationships, upgrades, and alignment with departmental business needs.
- Lead and manage capital technology projects from initiation through completion as assigned by the CIO; ensure projects are delivered on schedule, within budget, and in compliance with established change management procedures.
- Support the CIO in developing and executing the County's IT strategic plan; provide input on technology direction, emerging trends, and organizational capability development.
- Collaborate with IS leadership to ensure alignment between strategic IT initiatives and infrastructure operations.
- Support the CIO in interactions with County leadership, elected officials, department heads, and external agencies; represent the IS Department in cross-departmental initiatives as directed.
- Manage vendor relationships, contract negotiations, and procurement processes for cybersecurity tools, applications, and project-related technology services.
- Assist with budget preparation and monitoring for assigned program areas; prepare reports for budgets, grants, proposals, and contracts; recommend and implement changes to existing policies as appropriate.
- Conduct research and planning for assigned areas; monitor industry trends and identify potential changes; analyze workload and recommend staffing or resource adjustments.
- Consult with engineers, consultants, and technical support to develop initiatives and strategies for current and future information technology objectives.
- Maintain documentation for cybersecurity programs, application systems, project status, and departmental policies to support knowledge sharing and operational continuity.
- Identify, assess, and mitigate risks to IT systems and data, ensuring secure, compliant, and uninterrupted operations across the County.
- Maintain hands-on technical proficiency while providing leadership and direction to staff; assists in diagnosing and resolving complex technology issues escalated from the team.
