DEFINITION

Under general direction, supervises a staff of Environmental Health Specialists; performs, monitors and coordinates the inspection, investigation and enforcement activities; and performs other related work as is required.

REPORTS TO

Public Health Officer or designee

Typical Physical Requirements

Sit for extended periods; frequently stand and walk; crawl through various areas on hands and knees; stand, walk or crouch on narrow and slippery surfaces; climb ladders, stairs, and scaffolding; ability to lift and move objects weighing up to 25 lbs; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX; use of combustible gas meter, chlorine and PH spectrophotometer, and other applicable environmental monitoring and sampling devices.

TYPICAL WORKING CONDITIONS

Work is usually performed in office, outdoor, and driving environments; some work is performed in varying temperatures and humidity; exposure to high levels of noise; some exposure to dust; exposure to hazardous waste and materials; continuous contact with other staff and the public.(The following is used as a partial description and is not restrictive as to duties required.)

Plans, schedules, assigns and evaluates the work of an environmental health staff;

Reviews inspection and investigation reports prepared by staff.

Monitors and coordinates the inspection, investigation and enforcement activities of the staff;

Accompanies staff in field investigations to insure consistency, completeness and conformity to laws and regulations.

Trains staff in all laws, ordinances and regulations, policies and procedures relating to environmental health programs.

May perform the most complex and sensitive investigations or studies involving potential violations of environmental health laws, rules and regulations; prepares reports of findings, recommends legal action and prepares materials for use in legal actions.

Develops, interprets and implements policies, regulations, procedures and programs for the unit or district; identifies operational problems and recommends solutions.

May act as liaison to other governmental agencies and represents the Division in responding to inquiries or providing information to the public, business and other interested groups.

May perform inspection, investigation and enforcement activities;

May testify in court as an expert witness;

Required

Other duties as assignedAny combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Two years performing the duties in a class comparable to an Environmental Health Specialist III.

OR

Education: Completion of all core courses leading to a Master's degree in Environmental Health, Chemistry, Microbiology, Biology or closely related field.

AND

Experience: One year performing advanced journey worker/lead worker level duties in an appropriate environmental health specialty or two year performing general environmental health inspections and enforcement actions.

Desired: Two years of experience in a supervisory or management position.Knowledge of:

Federal, state and local laws, regulations and procedures governing environmental health

Principles, methods, technology and equipment applied in inspection, analysis and enforcement of environmental health regulations

Sampling techniques and standards

Principles and practices of effective supervision

Engineering, chemistry, microbiology, biology, epidemiology, hydrology and geology relating to environmental health programs

Computers and software used in environmental inspections and investigations

Ability To

Write effectively to prepare complex written reports, correspondence and memoranda

Speak effectively to individuals and groups

Prepare staff reports and make recommendations to the Board of Supervisors at public meetings

Supervise, train and evaluate professional and technical environmental health staff

Detect unsanitary conditions and potential public health risks

Collect, analyze and evaluate technical data and develop recommendations and policy proposals

Interpret complex written reports

Establish and maintain cooperative relations with government officials, the public, business and community representatives and other employees

Effectively represent the Environmental Health Unit of the Public Health Department in contacts with the public, the media, other County staff and other government agencies. Operate modern office equipment and work with various software applications

Establish and maintain cooperative working relationships.

Selection Process

All completed applications and supplemental questionnaires will be reviewed. Depending upon the number of applicants who meet the minimum qualifications, the examination process may include a screening committee (pass/fail) and/or an oral examination (100%) which may include a written practical component to determine placement on the eligible list.

In accordance with California Government Code section 3100, et., seq., all County of San Benito employees are considered disaster service workers who may be required to report for duty, or remain on duty to address disaster service activities in the event of an emergency or disaster and are required to undertake an applicable loyalty oath.
