Under direction, the Personnel Technician, performs a variety of technical, administrative and advanced clerical duties in the area of recruitment and selection, classification and salary administration, benefits programs, equal employment opportunity, employee/labor relations, employee development, training, and/or other human resources programs.Knowledge of
  • Basic human resources principles and procedures 
  • Personnel and payroll record and documentation 
  • Arithmetic (addition, subtraction, multiplication, division, decimals, percentages, fractions) 
  • Communication skills and techniques required for transmitting information and making formal presentations
Ability to
  • Read, understand, and explain human resources policies, procedures, and rules 
  • Communicate clearly and effectively in front of groups and on a one-on-one basis 
  • Plan and organize work efficiently and effectively 
  • Learn effective interviewing techniques 
  • Exercise good judgement 
  • Establish and maintain harmonious working relationships with staff, other agencies, and the general public 
  • Research and write reports and correspondence in a grammatically acceptable and logical form 
  • Analyze and evaluate statements and information; 
  • Draw logical conclusions and make recommendations 
  • Learn higher technical skills involved in an assigned phase of human resources management
Minimum Qualifications

Either: 1) One year in the class of Personnel Specialist (Level II) or Senior or Supervising Personnel Clerk in Sacramento County service 

OR 2) Two years of experience performing complex technical or clerical work in human resources, benefits, employment services office, or departmental personnel unit. 

OR 3) A Bachelor’s degree from an accredited college or university in business or public administration, human resources management, psychology, labor relations, or closely related field. 

Note: If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable.  Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

Driver's License: Some positions in the class of Personnel Technician require a valid California driver’s license, Class C, or higher prior to date of appointment and that the license be maintained on a current basis. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

Working Conditions: Some positions in the class of Personnel Technician are required to work weekends on a regular or irregular basis.

Physical Abilities: Some positions in the class of Personnel Technician are required to lift and carry boxes of materials weighing up to 25 pounds.

FORMULA RATE EXAMINATION (Weighted 100%)


All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.


This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.


All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
