The Riverside County Information Technology has an exciting opportunity for an IT Manager III to support the Enterprise Applications Bureau (EAB) in Riverside.

The IT Manager III will lead the Enterprise Applications Bureau responsible for the County’s PeopleSoft Enterprise Resources Planning (ERP) environment. This position oversees two supervisors who manage teams of application developers and business systems analysts supporting PeopleSoft Human Capitol System (HCM), Financials, and Procurement. The manager provides strong leadership, mentorship, and performance management to ensure effective team operations and foster a collaborative, growth-oriented culture focused on continuous improvement. The role is responsible for the overall stability, performance, and integrity of the PeopleSoft environment, including system administration, integrations, reporting, patching, upgrades, and issue resolution. The IT Manager III strengthens coordination with internal RCIT teams such as the Call Center, PeopleSoft System Administration, and Database teams to improve communication, shared understanding, and cross-team effectiveness.

Additional responsibilities include ensuring compliance with County security policies, audit requirements, and regulatory standards; maintaining operational uptime and continuity for mission-critical ERP functions; and driving both temporary and long-term solution delivery in partnership with key stakeholders such as Human Resources (HR), Auditor-Controller (ACO), and Purchasing. The manager leads system optimization, automation, and modernization efforts aligned with industry best practices, including organizing improvement sessions and ensuring that resulting action items are implemented. The position also oversees vendor and consultant engagements and ensures effective stakeholder communication and satisfaction across departments.

The ideal candidate will have extensive experience working with PeopleSoft ERP or similar ERP platforms in a public sector or large enterprise environment, with proficiency across Financials,  HCM, Budgeting, Procurement, Payroll, and related functional areas. Strong understanding of PeopleSoft architecture, integrations, APIs, and data exchange between enterprise systems is essential, along with familiarity with PeopleTools and Oracle or SQL Server database platforms. Preferred qualifications include demonstrated success leading ERP implementations, upgrades, modernization initiatives, or enterprise-wide enhancements. Candidates should have experience managing security, compliance, and audit requirements within ERP systems, including role-based access and segregation-of-duties considerations. The ideal candidate balances operational support with strategic planning and roadmap development for long-term ERP sustainability.

Strong leadership experience overseeing cross-functional teams of developers and business systems analysts is highly desired, including performance management, mentoring, and resource planning. Additional key strengths include stakeholder engagement, vendor management, analytical and problem-solving abilities, and experience with cloud, hybrid, or SaaS modernization efforts. Knowledge of SDLC or Agile methodologies and a bachelor’s degree in Information Technology, Computer Science, or a related field are also highly preferred.

The ITM III class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Chief Information Officer. 

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

The Riverside County Information Technology (RCIT) department provides information technology services to County departments and agencies and is entrusted with managing and safeguarding the County’s enterprise and mission-critical solutions and infrastructure. • Assign work and monitor performance; take action in the full range of formal personnel activities including mentoring, counseling, and administering performance evaluations. Continuously work towards improving the performance of the team.

• Oversee, provide consultation and lead in the development of technology solutions to achieve business goals in a variety of operational areas. 

• Create and foster partnerships with others to deliver and improve services as well as participate in forums of common interest to IT professionals. 

• Establish policies and procedures as well as establish acceptable practices. 

• Ensure customer satisfaction and work group productivity as well as a constructive operational environment and positive organizational behavior. 

• Develop strategic plans and implement operational plans to provide enterprise applications to support the County and department's business goals.

• Prepare, negotiate and present budget and other funding proposals; monitor expenditures; and operate within budget allocation. 

• Negotiate, prepare, review, and enforce contracts and service level agreements. 

• Provide technical direction for the development, design, and systems integration for Enterprise and Departmental Systems. 

• Develop strategic plans and implement operational plans for oversight of IT Administration, ERP roadmap, and enterprise applications  to support the County and department's business goals. 
 
• Organize and direct relevant activities in support of smooth operations; analyze and prepare a variety of complex reports and correspondences.
 
• Develop and implement work plans to accomplish work group objectives; assign work and monitor performance; take action in the full range of formal personnel activities including hiring, training, and evaluating performance of staff. 
 
• Oversee and provide consultation in the development of operations and technology solutions to achieve business goals in a variety of areas. 
 
• Serve as a liaison; create and foster partnerships with others to deliver and improve services as well as participate in forums of common interest to IT professionals. 
 
• Establish policies and procedures as well as establish acceptable practices. 
 
• Manage a portfolio of projects to be accomplished in the short- and long-term. Education: Graduation from an accredited college or university with a bachelor's degree, preferably with major course work in computer science, information systems, electronics engineering, voice/data communications, public/business administration, or a related field to the assignment. (Additional qualifying experience in systems analysis, applications programming, user technical support, network administration, or telecommunications may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.) 

Experience: Four or more years of supervisory or administrative experience with responsibility for planning, organizing, and implementing budgets, programs, and projects. This must have included at least one year of experience supervising staff in any one of the following functions: budgets, systems analysis, applications programming, user technical support, network administration, or telecommunications functions. (A master's degree from an accredited college or university in computer science, information systems, public/business administration may be substituted for one year of non-supervisory experience.) 

Other Requirements:
A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.

License: Possession of a valid California Driver's License may be required.

License/Certificate: Possession of a valid California Driver's License may be required.

A successful Security Clearance conducted by the Sheriffs' Department may be required for this position within the Riverside County Information Technology Department in some cases.
