ABOUT THE POSITION


The County of Riverside Transportation & Land Management Agency (TLMA) is seeking a GIS Senior Analyst.


This position is established within the TLMA Administration Department and serves as the enterprise-level GIS coordinator for the Transportation and Land Management Agency (TLMA) as a whole. Unlike departmental GIS roles embedded within individual units such as Planning, Building and Safety, or Code Enforcement, this role operates under the Administrator’s office to ensure that GIS efforts across all TLMA departments — and with external partners including the Riverside County Information Technology (RCIT) and regional agencies — are coordinated, non-duplicative, and strategically aligned. The position is designed to function with organizational independence, serving all TLMA departments equitably and without advocacy for any single department’s interests.


Under direction, performs advanced, professional-level Geographic Information System (GIS) work involving system analysis, data architecture, application development, and enterprise coordination. This role is responsible for designing, implementing, and maintaining complex GIS solutions, integrating spatial and non-spatial data, and delivering high-value analytical products that support organizational decision-making.


This classification represents the highest technical level within the GIS Analyst series and is distinguished by responsibility for complex assignments, enterprise impact, independent judgment, and leadership of major GIS initiatives. In this role, the incumbent is also responsible for standing up and sustaining a centralized GIS program for TLMA — assessing the current GIS landscape across departments, identifying capability gaps and redundancies, and developing a unified, long-term GIS strategy that serves the Agency’s mission.


In addition to the minimum qualifications, the most competitive candidates will possess:

•Experience leading and managing complex, enterprise-level GIS projects and initiatives involving multiple stakeholders, competing priorities, and cross-departmental coordination.

•Demonstrated leadership capabilities, including the ability to facilitate large meetings, lead strategic discussions, build consensus, and maintain momentum across a broad portfolio of projects and initiatives.

•Knowledge of governmental agency structures, public sector operations, and interdepartmental collaboration.

•Strong project management skills, including experience managing project scopes, timelines, resources, budgets, deliverables, and vendor performance for large-scale technology or GIS initiatives.

•Strong collaboration and relationship-building skills, with the ability to work effectively across departments while maintaining organizational neutrality and enterprise-focused decision-making.

The County of Riverside Transportation & Land Management Agency(TLMA) is the umbrella agency for seven county departments. They are the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department, Environmental Programs Department, Aviation Department, and the Administrative Services Department.


EXAMPLES OF ESSENTIAL DUTIES

GIS Systems Analysis & Solution Design

• Conduct comprehensive GIS systems analysis to evaluate business needs and define technical solutions

• Translate user requirements into functional GIS applications, workflows, and data structures

• Design scalable GIS solutions aligned with enterprise architecture and standards

• Evaluate and recommend GIS tools, technologies, and system improvements


Data Management, Modeling & Integration

• Design, develop, and maintain complex geospatial databases and data models

• Integrate GIS with enterprise systems, including permitting, asset management, and reporting platforms

• Develop database views, joins, and structured data relationships to support analysis and reporting

• Establish and enforce data governance standards, metadata practices, and data lifecycle management


Advanced Spatial Analysis & Reporting

• Perform complex spatial analysis to support planning, infrastructure, environmental, and policy decisions

• Develop statistical models, trend analyses, and predictive insights using GIS data

• Derive, interpret, and present data in the form of reports, dashboards, and decision-support tools

• Support enterprise reporting needs, including data preparation for business intelligence platforms


Application Development, Automation & Tools

• Design and develop GIS-based applications, including web maps, dashboards, and interactive tools

• Build and maintain automated workflows using scripting and GIS automation frameworks

• Ensure long-term sustainability, documentation, and maintainability of automated processes

• Troubleshoot and optimize GIS applications and workflows for performance and usability


Cartography & Visualization

• Produce high-quality cartographic products for technical, public, and executive audiences

• Establish visualization standards and best practices for maps, dashboards, and GIS applications

• Design intuitive user experiences for GIS tools and public-facing applications


Enterprise GIS Coordination & Project Leadership

• Serve as the TLMA-wide enterprise GIS coordinator, operating under the Administration Department to ensure GIS efforts across all departments are strategically aligned, non-duplicative, and consistent with Agency priorities

• Conduct an ongoing assessment of the GIS landscape across TLMA departments, identifying capability gaps, redundancies, and opportunities for shared services or consolidated solutions

• Coordinate GIS initiatives and data-sharing efforts with RCIT and other regional agencies, serving as the primary TLMA point of contact for interagency GIS collaboration

• Lead and manage complex GIS projects, including scope, schedule, resources, and deliverables

• Coordinate GIS efforts across departments and with external agencies or vendors

• Serve as a technical lead or subject matter expert on enterprise GIS initiatives

• Monitor project performance, budgets, and vendor deliverables


Stakeholder Engagement & Consultation

• Consult with stakeholders at all organizational levels to assess GIS needs and priorities

• Translate technical GIS concepts into actionable insights for non-technical audiences

• Provide guidance on best practices for GIS usage, data management, and analysis

• Support public-facing GIS inquiries and interagency collaboration


Quality Assurance & Standards

• Establish and implement QA/QC procedures for spatial and attribute data

• Ensure accuracy, consistency, and integrity of GIS datasets and outputs

• Develop and maintain technical documentation, including data standards, workflows, and system configurations


Training, Mentorship & Leadership

• Provide technical guidance, training, and mentorship to GIS staff and end users

• May lead or supervise lower-level GIS staff or project teams

• Promote knowledge sharing and continuous improvement within the GIS program


Enterprise GIS Program Development & Organizational Independence

• Lead the development and ongoing management of TLMA’s centralized GIS program, including establishing its operating model, service delivery framework, and priorities in coordination with the TLMA Administrator

• Develop and maintain an Agency-wide GIS strategic plan, including prioritization of initiatives, resource needs, and multi-year roadmap

• Function with organizational impartiality, serving all TLMA departments equitably and without subordination to any single department’s agenda; escalate conflicts in departmental priorities to the Administrator as appropriate

• Build credibility and collaborative relationships with departmental GIS staff and leadership across TLMA, fostering a culture of shared standards, knowledge exchange, and coordinated problem-solving

• Translate GIS program performance, strategic priorities, and resource needs into clear, non-technical communications for executive leadership and elected officials


MINIMUM QUALIFICATIONS

OPTION I

Experience: Six years of sub professional or professional GIS experience.


Education: College courses preferably in one or more of the following; GIS, automated mapping, land surveying, geography, cartography, or computer science may substitute up to two years on the basis of 30 semester or 45 quarter units equaling one year of experience.


OPTION II

Experience: One year of sub professional or professional GIS experience.


Education: A Bachelor's Degree preferably in computer science, geography, cartography or closely related field.


Knowledge of: Geography, geographic information systems, mathematics, including the principles of algebra, geometry, trigonometry, GPS, remote sensing and satellite imagery and statistics as applied to GIS related work; database structure and design; GIS systems and interfaces; map design and cartography; survey principles and methods.


Ability to: Apply techniques and practices involved to complete assigned GIS work and projects; make mathematical computations; tabulate and analyze data and prepare reports and maps; read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; keep clear and accurate notes; do simple drafting; understand and follow oral and written directions; work cooperatively with others; a variety of rational databases, operating systems and GIS software including and not limited to Oracle, Informix, UNIX, Windows Professional and/or ESRI's core GIS products (ArcGIS, ArcView, ArcInfo).

License/Certificate: Possession of a valid California Driver's License may be required.
