Job Summary:

Under the general supervision of the Finance Director, Assistant Finance Director will assist the Finance Director in the general operation of the Department; responsible for a variety of complex administrative and technical accounting and financial functions in maintaining fiscal records and systems. Performs Accounts Payable duties weekly. Oversees the Department in the absence of the Finance Director.

Essential Duties/Responsibilities:

· Assists with the oversight of the payroll process, including management of the time and attendance and benefit portion of the HRIS system.

· Prepares and submits monthly Maine State Retirement Reports.

· Assist with and provides back up to accounts receivable and bank deposits.

· Prepares and processes accounts payable for all County departments and the Unorganized Territory weekly and reviews all invoices for accuracy. Manages various county accounts, i.e. credit/charge accounts paid through AP as well as prorating expenses to correctly charge departments.

· Performs reconciliations on balance sheet accounts, including some bank reconciliations

· Maintains professional and technical knowledge by attending educational workshops and establishing professional networks.

· Assist with documenting and streamlining department procedures

· Assumes all duties and responsibilities of the Department in the absence of the Finance Director.

· Performs additional duties as assigned by the Finance Director

Knowledge/Skills/Experience required:

Experience and Skill Requirements:

· Three to four years of prior related experience in finance/accounting at a professional level, preferably in a government setting

· Considerable knowledge of modern governmental accounting theory, principles and practices, public finance and fiscal planning

· Considerable knowledge of internal control procedures and management information systems

· Considerable knowledge of office automation and computerized financial applications, preferably with Edmunds financial software system as well as Excel

· Considerable knowledge of payroll and accounts payable functions

· Working knowledge of budgetary, accounting and reporting systems

· Excellent time management and organizational skills

· Ability to maintain efficient and effective financial systems and procedures

· Ability to establish and maintain effective working relationships with employees, county officials and outside agencies

· Ability to communicate effectively, orally and in writing

· Ability to work in a team setting with a commitment to a high level of customer service and quality work is required

· Excellent organizational skills and highly detail orientated with ability to work under pressure to meet deadlines is required

· Ability to be bonded is required

Education Requirements:

Technical or specialized training equivalent to that which would be acquired in four years of college, technical school or business school with a strong concentration in finance/accounting. A bachelor’s degree in finance, accounting strongly preferred.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Pay: $60,070.00 - $63,731.20 per year
