**JOB TITLE: TAX TECHNICIAN I - COLLECTIONS**
**TAX DEPARTMENT**
GENERAL
STATEMENT OF JOB
Under general supervision, performs posting and accounting of revenue, researching and analysis and assisting citizens. Work involves collecting and reporting on all current and delinquent taxes and fees. Employees are responsible for assisting the public, lawyers, banks, mortgage companies, social services agencies and other related organizations in obtaining necessary tax information. Employees are also responsible for collecting taxes and fees over the counter and through the mail; computing penalty charges; computing partial tax payments; answering inquiries and entering data into a computer. Reports to the Tax Administrator.
Specific Duties And Responsibilities
ESSENTIAL JOB FUNCTIONS
Receives and accounts for all real and personal property taxes; collects prepayments and regular payments from taxpayers over the counter and through the mail; posts payments in computer; prepares and balances daily bank deposits of payments.
Responsible for the collection of unpaid taxes; serves garnishments and attachment forms as necessary; calls banks to verify accounts for bank attachments; calls employers to verify employment for garnishments; performs title searches, liens and judgements for foreclosure on delinquent real estate taxes; types complaints, civil summons for foreclosure; prepares warrants in tax violation or worthless check cases as necessary; contacts and negotiates payment with delinquent taxpayers.
Interprets state and County tax collections laws to individual taxpayers and businesses; answers inquiries in person or by correspondence; assists taxpayers with incorrect bills; calculates interest and adjustments for releases and refunds.
Participate in the daily collection of taxes at the office counter. Appears as a witness in court concerning information of tax records.
Participates in the preparation of tax certifications of payments, as requested. Files bankruptcy claims with U.S. Bankruptcy Court.
Coordinates sales of property seized in tax payment foreclosures.
Additional Job Functions
Attend seminars, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in the field of tax collection.
Completes mortgage company request listings; assists attorneys and paralegals with taxes owed or paid, valuations and map numbers.
Issues mobile home permits, calculates taxes and any penalties. Performs other related work as required.
Minimum Training And Experience
Graduation from high school, supplemented by college-level courses in accounting, business administration or a related field, and 3 to 5 years of working experience with ad valorem tax collection, listing and assessment; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
