Job Description

GENERAL PURPOSE
The Lead Deputy Recorder of Deeds position specializes in the receipt and filing of deeds, mortgages, and related documents. This position is responsible for ensuring the accuracy and completeness of documents received, records made and maintained, and accuracy of accounts.

SUPERVISION RECEIVED
This position reports directly to the Recorder of Deeds.

SUPERVISION EXERCISED
This position is not responsible for the direct supervision of other employees however may exercise direct supervision in the absence of the Recorder of Deeds.

ESSENTIAL DUTIES OF THE POSITION
Supervises the receipt and processing of deeds, mortgages, and other documents received at the office counter, via USPS mail, and electronically.

Enters information into manual and/or computer systems. Checks for accuracy and completeness of recorded information for appropriate authorities, copies, and other legal requirements.

Prepares and produces typed certified copies of legal documents.

Receives and accounts for municipal transfer taxes, including monthly balances. Develops and submits check requests to Disbursement for receiving municipalities and school districts.

Reconciles all accounts on a daily basis.

Prepares reports for municipal and state agencies.

Maintains employee time and attendance records, including leave time use. Prepares payroll for immediate staff.

Provides information and assigns and reviews the work of clerical staff who perform processing and support functions.

Checks indexing of deeds and oversees the verification of deeds. Confirms the contents of the assessment deeds link tax pass file.

Assists members of the public by obtaining answers through the Solicitor’s office and other government agencies for questions related to laws and requirements for recording deeds, mortgages, and other documents.

Assists the public with finding information and completing needed forms.

Answers inquiries via telephone, e-mail, USPS mail, or from visitors related to procedures or other functions of the office.

Assists in the preparation of accounting reports and daily bank deposits.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE – Completion of a high school, or general equivalency diploma; AND

At least three (3) years of full-time professional experience in banking, bookkeeping, or retail management.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of goals, objectives, principles, and practices commonly employed in the recording of deeds, mortgages, and related documents.

Knowledge of administrative methods and techniques commonly used in developing and processing information, keeping records, and ensuring the secure control of information and documents.

Skill in operating a computer to enter information into established programs and to produce draft and final copy.

Ability to learn specific laws, regulations, and requirements governing County operations in recording and processing deeds, mortgages, and related documents.

Ability to oversee the work of clerical positions.

Ability to establish and maintain effective working relationships with associates and members of the public.

Ability to read, write, speak, understand and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT
Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, reader/printer microfiche machine, map aperture card machine, scanner, and paper shredder.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to walk, sit, talk, or hear.

The employee must occasionally lift and/or move up to twenty-five (25) pounds.
