The Napa County Probation Department is recruiting to establish an eligibility list for Juvenile Hall Counselor classification, which may be filled I or II level, depending on qualifications. This recruitment is for the on-call float pool, with at least thirteen (13) Extra-Help vacancies available, to support the current operations of the Juvenile Hall. 

Under California Code of Regulations Title 15, gender is a bona fide occupational qualification for the Juvenile Hall Counselor position. 
Extra Help positions are temporary assignments with a schedule up to 29 hours per week (up to 1,000 hours per fiscal year) and have limited benefits  Extra Help employees are not eligible for promotional opportunities that are open to regular part-time and full-time employees.

About the Position & Department:
Juvenile Hall Counselors are responsible for the supervision, care and custody of youth detained in Juvenile Hall, and assist with counseling juveniles that are referred to the Hall. The Napa County Probation Department operates adult and juvenile court-related services in the areas of investigation and supervision with the mission to enforce court orders to inspire positive change, transform the lives of offenders, victims, and families, and promote community safety. The Department is also responsible for the overall operation of the County’s Juvenile Hall, which provides custody, counseling, medical care and guidance of delinquent and custodial youth in a variety of programs. LEARN MORE ABOUT THE DEPARTMENT HERE.

• Juvenile Hall Counselor I: $35.13 (Step 1)

NOTE: 

• There is a 3% COLA increase effective 7/01/2026 for this classification. 
  

Position Requirements:

• Persons employed in this class must be willing to work evenings, weekends, and holidays.

To qualify for the Juvenile Hall Counselor I classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:

• Experience: None Required. 
• Education:  Equivalent to completion of two (2) years of college with major course work in psychology, sociology, criminology, social welfare or a closely related field. (Up to one (1) year of experience involving the supervision, care or leadership of juvenile groups may be substituted for an equal amount of the required education.)
• License: Possession of a valid California Driver's License. Possession of, or ability to obtain within one year, valid first aid and CPR certificates.

To qualify for the Juvenile Hall Counselor II classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:

• Experience:  One (1) year of experience as a Juvenile Hall Counselor. (A bachelor's degree with a major in psychology, sociology, criminology, social welfare, or closely related field can substitute for up to six months of the required experience.)
• Education: Equivalent to completion of two (2) years of college with major course work in psychology, sociology, criminology, social welfare or a closely related field. (Up to one (1) year of experience involving the supervision, care or leadership of juvenile groups may be substituted for an equal amount of the required education.)
• License: Possession of a valid California Driver's License. Possession of, or ability to obtain within one year, valid first aid and CPR certificates.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, individual must maintain such license, certification, or registration to meet the minimum qualifications of this position.
The Recruitment Process:

• Completion of the employment application
• Minimum qualification application screening
• Information Session - in person only
• Completion of the Personal History Statement - in person only. 
• Physical Agility Test (PAT) - in person only; PAT scores from outsides agencies will not be accepted.
• BSCC Written Examination - in person only; T-Scores from previous recruitments or outside agencies will not be accepted.  
• Oral Exam (Panel Interview).

Physical Agility Test:

• Lift and drag a 165-pound dummy 20 feet in 30 seconds
• Maneuver completely through a zigzag course; wearing a 20-pound backpack at midpoint and returning to starting point in 30 seconds
• Prone plank for 30 seconds
• 20 Push-Ups (Military or Modified) in 1 minute
• Sprint 75 yards within 20 seconds
• Support the weight of a 165-pound hanging bag for 30 seconds

Napa County employees automatically become Disaster Service Workers.
