The Department of Planning, Building, & Environmental Services (PBES) serves our community by enforcing a fair, efficient, and open process that balances the diverse needs of agriculture, the economy, health and safety, and the environment. About the Position

The PBES Administrative Secretary I serves as a key partner in supporting department leadership, providing high-level administrative, coordination, and organizational support across a wide range of functions. This role goes beyond traditional clerical duties and focuses on enabling effective decision-making, communication, and follow-through for the Director, Assistant Director, and Deputy Director.

Primary responsibilities include managing complex calendars, communications, and correspondence; coordinating agendas, materials, and follow-ups for management and leadership meetings; and organizing information into clear, concise formats to support executive decision-making. The position plays an important role in tracking priorities, anticipating needs, and ensuring initiatives, assignments, and action items are tracked through completion.

This role also supports department-wide coordination efforts, including public outreach and engagement activities, workshops, and digital engagement tools, as well as tracking public comments and organizing feedback. The position contributes to internal operations through HR liaison support (including recruitments, onboarding, Form 700 tracking, and personnel processes and coordination), and assists with department-wide special projects such as process improvements, technology initiatives, and operational coordination efforts.

While this position may perform traditional administrative functions, the emphasis is on judgment, prioritization, discretion, and the ability to manage multiple priorities while maintaining a high level of organization, sound judgment, and execution. The ideal candidate is proactive, detail-oriented, and able to work independently while supporting a fast-paced leadership environment.
 
The ideal candidate:

  • A high degree of integrity and ethics with a focus on delivering excellent customer service.
  • Organized, detail-oriented, technologically inclined, and have prior experience working in the public sector.
  • The ability to write and communicate effectively with board members, staff, and the community.
  • The ability to research topics independently and apply critical thinking skills.
  • Knowledge of pertinent Federal, State and local laws, codes and regulations governing legislative functions including the Brown Act and the Public Records Act.
  • Ability to anticipate needs and proactively solve problems
  • Strong prioritization and follow-through in a fast-paced environment
  • Experience supporting executives or senior leadership
  • Comfortable managing multiple projects and shifting priorities

This recruitment is being conducted to fill one full-time vacancy in the Planning, Building & Environmental Services. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

Experience and Education:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Three years of significant, directly-related and progressive secretarial experience. 

Education: Equivalent to completion of the twelfth grade, including or supplemented by specialized secretarial training. .

License or Certificate*:
Certain positions assigned to this class may require possession of a valid California Driver's License.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County.  For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.


Scheduled salary increases and Winter Time Off (WTO):
  • 3.5% COLA increase effective 7/01/26
  • 32.0 hours of paid Winter Time Off (WTO)
