The Public Works, Facilities and Parks Department is seeking candidates for Parks Building and Grounds Worker Supervisor to perform a variety of visitor service support activities at an assigned County Park. The incumbent is responsible for planning, organizing, supervising, and directing park personnel and activities in the day-to -day maintenance and improvements for a multi-park unit within the County Park System. This includes participating in and overseeing park activities, including working the park entry gate, operating equipment necessary for basic gardening, grounds keeping maintenance, improvements and care of the park lawns, maintenance of landscapes and paved areas, minor carpentry, concrete work, electrical and plumbing repairs.

County parks are located in both North and South County and include San Lorenzo Park in King City, Royal Oaks Park in Watsonville, Jacks Peak Park in Monterey, and Toro Park in Salinas. Position vacancies for all park locations will be filled using the eligibility list established by this recruitment.

Department Summary:

The Public Works, Facilities & Parks Department (PWFP) serves to plan for the future needs of the County, manage infrastructure and County facilities, and protect natural resources. PWFP is comprised of three Divisions: Public Works, Facilities, and Parks which are responsible for managing and maintaining the County’s infrastructure and open space.

The County of Monterey Parks System enriches the community by providing an assortment of outdoor and recreational activities by promoting health and wellness, outdoor space to play, exercise and access facilities for self-directed or organized recreation.

The Eligible List established by this recruitment process may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis County-wide.

Examples of Duties

  • Defines personnel resource needs and allocates them as required to achieve unit objectives
  • Supervises, assigns, monitors and may assist in the work of subordinate classes of Building and grounds Workers and other personnel assigned to the park unit such as: daily maintenance, assisting park visitors and performing facilities improvements or repairs of park area
  • Implements and evaluates park programs and policies related to building and grounds keeping, recommends and develops plans to achieve unit objectives within an assigned park unit
  • Conducts formal and informal training of Parks Building and Grounds Workers in such areas as: skill development and safety awareness programs, first aid techniques, departmental practices, policies and procedures
  • Supervises and monitors prisoner and work alternative crews, seasonal employees, volunteers, and trainees
  • Maintains records and prepares comprehensive reports
  • Provides input for construction projects, planning, development and implementation
  • Prepares material lists and purchase requisitions
  • Provides assistance in emergency situations at remote work locations.

THE SUCCESSFUL CANDIDATE

Will have a proven track record demonstrating the following knowledge, skills, and abilities:

Thorough Knowledge Of:

  • Principles and practices of construction management which include methods and techniques of park construction, repair and maintenance work
  • Methods of administrative problem solving
  • Basic horticulture practices, turf management and practices
  • Principles and techniques of employee supervision, to include methods of organization, scheduling, training, review, performance evaluation, counseling, and disciplinary actions
  • Proper tool usage and equipment operations
  • Uniform building codes and ordinances
  • Health and safety codes for worker safety
  • Methods, materials, practices, and equipment used in heavy construction related to are of assignment(roads or flood control)

Working Knowledge of:

  • Principles of organization and administration of fiscal, personnel and related aspects of park program management
  • Public relations practices in order to enhance public opinion regarding County Parks

Skill and Ability to:

  • Plan, organize, control and evaluate the maintenance program of park unit
  • Develop and recommend park and unit goals and objectives within the context of departmental polices and priorities
  • Plan, assign, and supervise the work of others
  • Maintain records and prepare clear, complete and concise reports
  • Evaluate situations accurately and adopt an effective course of action
  • Speak and write effectively and clearly
  • Establish and maintain cooperative relationship with the public and other agencies

Examples of Experience/Education/Training

Experience

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:

Two (2) years degree from an accredited community college in environmental resources, natural resources, park management, or a closely related field.

AND

Experience

Two (2) years as a Parks Building and Grounds Worker II or County Park Ranger II in the Monterey County Parks Department.

OR

Responsible experience in the maintenance and development of park areas may be substituted for the required education on a year-to-year basis when accompanied by college courses equivalent to completion of thirty (30) semester's units in environmental resources, engineering, park management or a closely related field from an accredited community college.

OR

Four (4) years of park maintenance within a park, forest, public recreation, or historical area, including at least Two (2) years in the performance of duties equivalent to those of the Parks Building and Grounds Worker Il of County Parks or private sector.

CONDITIONS OF EMPLOYMENT

The required conditions of employment include, but are not limited to the following:

  • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings
  • Operate a manual transmission equipment vehicle
  • Pesticide certification may be required
  • Work weekends, holidays and various shifts
  • Wear a uniform and safety protection equipment
  • Work outdoors and under adverse weather conditions
  • Have and maintain Standard First Aid and CPR certificates issued by the American Red Cross (Level II) or equivalent agency
