Chief of Building Services

Monthly Salary Range: $11,996 – $16,375

The County of Monterey Housing and Community Development (HCD) Department is composed of four Divisions, including Development Services, Planning Services, Permit Center, and Administration. The department provides reasonable and safe development, planning for future needs of the County, and helps protect natural resources.

The Housing and Community Development (HCD) Department seeks a Chief of Building Services to direct and oversee the operations of the Development Services Unit and serves as Building Official. The Chief of Building Services provides overall direction and management of supervisors and staff engaged in the County's building inspection and plan checking, and provides administrative interpretations of County building codes. This position serves as a technical advisor to the Board of Supervisors; coordinates section programs with those of other County departments, local, state and federal jurisdictions and other agencies to promote interest in support of building services operations; confers with diverse stakeholders concerned with building inspection and code compliance activities; oversees the management of unit budgets; monitors expenditures; manages contracts for services, materials, and equipment; and works closely with other Division Chiefs and Managers.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

Examples of Duties

  • Plans, organizes, and directs, through supervisors, staff engaged in building inspection, plan checking, grading inspection, permitting, code compliance activities and other functions as may be set forth in applicable law and the general plan, local coastal program, zoning ordinances, and other applicable plans, ordinances, rules and regulations of the County.
  • Participates in and oversees the selection, evaluation, performance management, and promotion of Building Services business unit staff.
  • Identifies training needs and participates in the development of in-house training or assists in the procurement of training resources to promote the professional expertise of staff.
  • Reviews and evaluates current building inspection, plan check, grading inspection, permitting, and code compliance programs and anticipates future needs; directs the preparation of reports including geographic and statistical information; makes recommendations on operational activities for increasing the efficiency of the business unit.
  • Remains informed on current trends and practices in the building inspection field.

Thorough Knowledge Of

  • Advanced principles and practices of building safety, zoning, and code compliance.
  • Legal processes and considerations in prosecuting violations of building codes and ordinances.
  • Advanced principles and practices of effective administration, program management, and personnel management including supervision, employee selection, evaluation, training, development, and performance management.

Working Knowledge of:

  • Uniform Building Code and other federal, state, and local laws, regulations, and ordinances pertaining to building inspection including electrical, plumbing, mechanical, structural, and code compliance activities.
  • Personal computers and common computer business software programs.

Skill And Ability To

  • Plan and direct a comprehensive building inspection and code compliance operation.
  • Plan, manage, direct, supervise, evaluate, train, and develop the work of subordinate professional, technical, and clerical staff.
  • Analyze situations and problems accurately, identify alternative solutions, project consequences of proposed actions, and implement an effective course of action in support of a solution.
  • Utilize sound judgment in solving difficult administrative, technical, and personnel issues.
  • Communicate effectively with others both verbally and in writing.
  • Establish and maintain cooperative and effective working relationships with the public, contractors, architects, engineers, County officials, property owners, developers, attorneys, and others contacted in the course of performing assigned duties.
  • Read and interpret contract plans, specifications, and documents; accurately interpret and make decisions in accordance with appropriate rules, laws, regulations, and policies.

Examples of Experience/Education/Training

Experience

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Five (5) years of administrative, supervisory, or managerial experience in the general management of building inspection, code compliance, or engineering with responsibility for planning, organizing, coordinating, and directing staff and activities of a program.

AND

Education

Graduation from an accredited college or university with a bachelor’s degree in urban and regional planning, engineering, construction management, natural resource management, architecture, geography, environmental, or a closely related field.

While not required as a condition of employment, it is highly desirable that the incumbent:

  • Pursuant to Section 18949.28 of the California Health and Safety Code – Possess certification as a Certified Building Official (C.B.O.) from the International Code Council at time of hire and maintain throughout employment.

CONDITIONS OF EMPLOYMENT

The required conditions of employment include, but are not limited to the following:

  • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.
