Position Summary

The Assistant Director is a key management position that supports the Executive Director in planning, organizing, and directing all activities of the Workforce Development Board (WDB) and its associated programs. This role involves significant responsibility for program oversight, strategic planning, fiscal and contract management, and building strong relationships with a wide array of stakeholders, including businesses, educational institutions, community organizations, and government agencies. The Assistant Director acts on behalf of the Executive Director in their absence and provides leadership and guidance to subordinate staff to ensure the successful execution of workforce initiatives.

Key Responsibilities

  • Strategic Planning and Program Management: Collaborate with the Executive Director to develop and implement strategic priorities, long-range plans, and innovative programs that align with regional labor market demands and industry trends.
  • Oversight and Compliance: Ensure all WDB programs and services, particularly those funded under the Workforce Innovation and Opportunity Act (WIOA) and other federal/state grants, comply with applicable laws, regulations, and policies. Coordinate state and federal audits and monitoring visits, and implement corrective actions as necessary.  Create and manage policy for the Board as well as overall organization.  
  • Fiscal and Contract Management: Assist in the development and administration of the departmental budget, overseeing grant distribution, cost allocation planning, and contract negotiations with service providers and vendors.
  • Stakeholder Engagement and Partnerships: Build and maintain strong, mutually beneficial partnerships with internal and external stakeholders, including elected officials, business associations, labor unions, and community groups, to ensure a cohesive and effective workforce system.
  • Performance Monitoring and Evaluation: Monitor regional performance metrics and program outcomes, develop reports and use data-driven decision-making to evaluate program effectiveness and drive continuous improvement.
  • Leadership and Staff Development: Provide leadership, supervision, and professional development opportunities for a team of managers and staff, fostering a collaborative and results-oriented work environment.
  • Representation: Represent the WDB Director at various civic, business, and community functions, serving as a spokesperson and technical expert on workforce development issues when required.

Qualifications and Experience

  • Education: A Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Workforce Development, Human Services, or a related field is required. A Master's degree is preferred.
  • Experience: A minimum of four to eight years of professional experience in workforce development, program management, or a related field, including several years of experience in management or supervisory capacity.
  • Knowledge: Comprehensive knowledge of federal and state workforce development legislation (e.g., WIOA), labor market trends, and program design and implementation a strong plus for applicant.  
  • Skills: Strong leadership, communication (written and verbal), analytical, and problem-solving skills. Proficiency in Microsoft Office Suite and data management systems.  Strong interpersonal skills and ability to lead a team.   Proven ability to manage complex projects, prioritize tasks, and work effectively in a dynamic, fast-paced environment with a commitment to equity and inclusive economic growth.
