The Position

COUNTY COUNSEL
Mendocino County
$200,000 annually

The Position

Under direction from the Board of Supervisors; the County Counsel provides legal advice, assistance and representation in civil legal matters to the Board of Supervisors, County Officers, all County departments and department heads, employees, special districts, various boards and commissions, and directs all activities of the County Counsel’s Office. This position is appointed to a four year term of office by the Board of Supervisors pursuant to Government Code 27641.
  • Monitors and communicates policies, procedures, and standards for the department to identify and correct deficiencies or problems.
  • Attends meetings and provides legal counsel and representation to the County, its boards and commissions and department heads and joint powers authorities and commissions independent of the County and special districts.
  • Attends all Board of Supervisors meetings as legal advisor.
  • Studies, interprets and applies statutes, ordinances, court decisions and legal opinions in the preparation of opinions, pleadings and briefs.
  • Drafts ordinances, resolutions, contracts, policies, and similar documents and legal instruments.

They will possess strong community relations skills including the ability to work collaboratively with elected and administrative officials, department heads, and other staff with a forthright, proactive, and professional manner. They will be emotionally intelligent, ethical, and politically savvy with an ability to handle all situations with tact and professionalism.

Job Requirements and Minimum Qualifications

Minimum Qualifications

Education and Experience:
Juris Doctorate degree from an accredited law school; and,

At least five (5) years of experience in a California County Counsel's Office, California City Attorney's Office, or other California governmental civil law practice; or

At least one year of experience equivalent to an Assistant County Counsel in Mendocino County; or

An equivalent combination of directly related education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:
Licensed to practice law in the State of California

SALARY
Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.

RETIREMENT

HOLIDAYS AND PERSONAL LEAVE
Mendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.

VACATION
Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.

SICK LEAVE
Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.

MEDICAL, DENTAL, VISION, AND LIFE INSURANCE
The County and the employee share the cost of an employee selected health care plan; enrollment in the plan includes $20,000 Life Insurance.
