Performs a variety of clerical work in support of the County's park permitting and enforcement program; investigates and resolves the full range of complaints relating to park permits and enforcement; and performs other related duties as required.
 
Distinguishing Characteristics:

            This class is distinguished by its ability to perform a wide variety of clerical work, including difficult and complex public contact and clerical work, in support of the County's park permitting and enforcement program, and independently investigate and resolve complaints relating to park permits and enforcement.The following are examples of duties and are not necessarily descriptive of any one position in this class.  The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
  • Receives, investigates and resolves various complaints concerning park permits and enforcement, including those requiring field investigations and follow up.
  • Contacts and interviews complainants to gather facts and determine nature of complaint.
  • Evaluates facts and recommends disposition and/or solution.
  • Discusses and explains to complainants, verbally and in writing, circumstances and decisions leading to final disposition and/or solution.
  • Assists in developing and revising procedures and forms to improve and simplify work processes to reduce the number of complaints.
  • Assists in training permit staff on use of software system and permitting process, policies, and procedures.
  • Calculates fee adjustments and notifies permittee of same.
  • Familiarizes self with departmental policies, procedures, rules, and regulations.
  • Provides information and assistance to the general public.
  • Prepares correspondence as required. 
Training and Experience:  A combination of education and experience substantially equivalent to graduation from high school and three years of clerical and public contact work experience, including or supplemented by one year of experience in interviewing or other fact finding activities.
 
License Requirement:  Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).
 
Knowledge of:  Principles and practices of public relations; interviewing methods and techniques; office practices and procedures; departmental rules, regulations, policies and procedures, particularly as they relate to park permit use and enforcement; report writing.
 
Ability to:  Deal tactfully and professionally with the public; understand, interpret and explain pertinent departmental rules, regulations and policies; gather, analyze and evaluate facts; make sound judgments; prepare clear and concise reports; work effectively with others.
