The County of Marin seeks qualified candidates for the Supervising Public Health Nurse position in the Public Health Division of the Department of Health and Human Services (HHS). This position is responsible for nursing program supervision, direction, development, planning, implementation, and evaluation.

This position works for the Communicable Disease and Community Preparedness (CDCP) Unit and is a management position that reports directly to the Deputy Public Health Officer. This position oversees public health nursing services, programs, and staff, including students and volunteers.  The Supervising Public Health Nurse assists in the development and achievement of clinical goals and objectives for multiple programs, including communicable disease prevention and control (which includes COVID-19 response, tuberculosis, and immunization programs), public health emergency preparedness (including the Marin Medical Reserve Corps (MMRC)), and childhood lead poison prevention. While this position mostly oversees other clinical professionals, it may require direct patient care as a backup clinician.

The Supervising Public Health Nurse duties and backgrounds include, but are not limited to: 
  • Drafting and standardizing procedures and advising staff regarding policy and procedures.
  • Familiarity with information systems to produce and review reports.
  • Extracting data to analyze information to recommend improvements in programs and services.
  • Overseeing and addressing nursing staff training needs.
  • Assisting in planning and participating in educational programs.
  • Attending public health-related meetings and conferences.
  • Collaborating with administration, other county health agencies and community-based organizations to develop needs assessments and long-term plans.
  • Contributing to grant application development and compliance.
  • Overseeing program audits and compliance.
  • Reviews and approves Continuing Education Units (CEU) and ensures program processes.
HIGHLY DESIRABLE
Bilingual skills in Spanish and English are highly desirable.

BILINGUAL TESTING/CERTIFICATION

Please note if the successful candidate has bilingual skills, they must demonstrate proficiency in both Spanish and English prior to receiving differential pay. A bilingual proficiency exam will be administered at that time to ensure the candidate possesses the appropriate skill level to meet the requirements.

Our Highly Qualified Candidate: 

The ideal candidate has 3 years of experience as a nursing supervisor, has a public health background, has experience with leading communicable disease and emergency preparedness and response activities, and has strong clinical decision-making skills.  The ideal candidate is also a self-starter, collaborative leader, and strong communicator who brings positive energy and emotional intelligence to work effectively with others. They should also be an active listener, demonstrate decisiveness, and work effectively in stressful emergency response situations. As a Nursing Supervisor, the ideal candidate should also bring empathy, strong organizational skills, and an interest in developing and growing a dedicated group of professional nurses.  Bilingual skills in Spanish and English are highly desirable.

Qualifications

Knowledge of: 
  • Principles and practices of work supervision, including work planning, assignment, review and evaluation.
  • Principles and processes of personnel supervision, including hiring, training and performance review.
  • Principles and practices of public health program planning and administration, including grant and proposal preparation, funding and fiscal management, service delivery systems and program evaluation.
  • Advanced principles, practices, methods and procedures of public health nursing, health promotion and disease prevention and control.
  • General nursing principles, practices and techniques, including assessment, patient care planning and delivery, patient education and evaluation of outcomes.
  • Laws, rules, regulations, protocols and requirements pertinent to the practice of nursing and the area of specialty.
  • Medical terminology and equipment.
  • Safety and infection control practices and procedures.
  • Environmental, sociological and psychological problems related to public health nursing and the area of specialty.
  • Community medical and social agencies and resources.
  • Child and elder abuse and neglect and domestic violence reporting laws.
Ability to:
  • Plan, assign, direct, review and evaluate the work of others.
  • Collaborate with a wide variety of public and private organizations and individuals to coordinate nursing service programs, policies and service delivery.
  • Evaluate and develop nursing and administrative procedures and standards.
  • Exercise sound independent judgment within scope of authority and practice.
  • Prepare and monitor a budget.
  • Prepare and maintain organized, detailed and accurate records and reports.
  • Collaborate with other members of the health care team on an ongoing basis.
  • Establish and maintain effective working relationships with those contacted in the course of work
Minimum Qualifications and Certifications & Licenses

Equivalent to three years of public health nursing experience and one year of lead or supervisory experience.

Certificates and Licenses
  • Possession of a valid Registered Nurse license and Public Health Nurse certification issued by the California Board of Registered Nursing.
  • Possession of a current CPR certificate.

Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
