The Department of Health and Human Services’ Public Health (PH) Unit Supervisor serves as the supervisor of the Healthy Families Marin Home Visiting Program. The PH Unit Supervisor is responsible for overseeing and coordinating delivery of the evidence-based home visiting program for early childhood intervention through Healthy Families America® (HFA).  

The Unit Supervisor is responsible for hiring and training staff, supporting program implementation, compliance, quality assurance/quality improvement, accreditation, and supervision of daily activities and coordination of service delivery for the Healthy Families Marin Home Visiting Program.   

The PH Unit Supervisor oversees culturally sensitive, comprehensive in-home and group services for at risk families based on the HFA model. They also monitor, engage, and retain families, program staff, and the community to support quality services, positive engagement, and effective program participation. This entails assessing family needs and linking families to appropriate community resources and supports.   

The Unit Supervisor makes recommendations for policy and procedures and program improvements and enhancements based on data, staff, and family feedback.  The Unit Supervisor uses reflective and trauma-informed practice during supervision with the home visitor staff who are providing direct in-home services. They are responsible for supporting program accreditation activities for the Healthy Families America model, utilizing HFA best practices in hiring, training and mentoring staff, oversight of home visits, documentation, program monitoring, data collection and reporting.  


The Department of Health and Human Services currently has two (2) vacant full-time Public Health Unit Supervisor positions in the Public Health Division.



HIGHLY DESIREABLE
Bilingual skills in Spanish and English are highly desirable.
The successful candidate must possess bilingual skills and must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements. OUR HIGHLY QUALIFIED CANDIDATE
Our highly qualified candidate has expertise in working with at-risk children and families and is versed in trauma-informed care and strength-based family-centered care to promote nurturing parent-child relationships, enhance family functioning, and promote healthy child growth and development.

The ideal candidate has specific experience in home visiting with a strong background in early childhood prevention services with a minimum of three (3) years of experience in using evidence-based and reflective supervision approaches. Completion of Healthy Families America Supervisor training is highly desirable. 

Our highly qualified candidate has a solid understanding and/or experience supervising and motivating staff, particularly in a stressful work environment. The ideal candidate has knowledge of infant and child development, is culturally responsive, able to manage change, and demonstrates good communication and critical thinking skills. The successful individual must be able to establish effective collaborative relationships and provide quality assurance/improvement support and leadership for staff and program. 

Our ideal candidate has three (3) years of relevant evidence-based early home visiting program experience. Experience in Healthy Families America specifically is highly desired.



QUALIFICATIONS
Knowledge of:
  • Applicable laws, rules and regulations.
  • Principles of supervision and training.
  • Community organization and the use of public and private community resources.
Ability to:
  • Effectively train, plan, assign, supervise, and evaluate the work of staff.
  • Participate in program planning and evaluation.
  • Interpret rules and regulations to staff, applicants, recipients or others.
  • Provide consultative services to staff.
  • Develop and maintain effective working relationships with those contacted during the performance of duties, including multi-disciplinary staff, community members and organizations, public and private agencies, and local, state and federal agencies.
  • Work collaboratively to enhance service integration within the department and non-profit community partners.
  • Prepare and present effective written and verbal reports, policies, procedures and other written materials.

MINIMUM QUALIFICATIONS
Any combination of education and experience which would provide the required knowledge and skills listed. Typically, a Bachelor's degree in public health, health care administration or a related field and two (2) years of experience in public health work that is closely related to the assignment. Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
