The current vacancy is within the Public Works Department and requires BILINGUAL SPANISH; however, the list established from this recruitment may also be used for future vacancies that do not require biliteracy.

Under general supervision to direction, provides analytical assistance in the administration of assigned operations, programs, and projects including financial, grants, contracts, programmatic management, performance goals management systems, and human resources functions; researches and analyzes programmatic practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analyses, feasibility studies, and evaluations for assigned projects and programs; and performs related duties as assigned.
Supervision Received and ExercisedReceives general supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff. Some duties, knowledge, and abilities may be performed by positions at the entry (I) level in a learning capacity.
  • Analyzes alternatives and makes recommendations regarding such matters as organizational structure, budget development and administration, staffing, facilities, equipment, cost analysis, productivity, and policy or procedure modifications.
  • Coordinates activities with those of other departments, depending upon the nature of the assigned operation, program, or project to which assigned.
  • Discusses findings with management staff and prepares reports of study conclusions.
  • Provides technical assistance to others on budget, administrative or other analytical matters.
  • Coordinates and performs professional-level administrative and programmatic work in such areas as budget development, financial administration and reporting, grants, purchasing, data management, contract administration, management analysis, and program evaluation.
  • Writes and develops staff reports, presentations, and board items; plans, schedules, and coordinates board items for the department; and prepares and submits Board of Supervisors agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
  • Conducts a variety of analytical and operational studies regarding departmental and programmatic activities; evaluates alternatives, makes recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval; prepares comprehensive technical records and reports.
  • Develops and standardizes procedures and methods to improve and continuously monitor the efficiency and effectiveness of operations, programs, and service delivery methods and procedures in order to maximize funding and minimize costs; assesses and monitors workload and administrative and support systems; identifies opportunities for improvement and develops related recommendations.
  • Represents assigned department in interdepartmental, community, and/or professional meetings; confers with and coordinates with other County staff on a wide variety of administrative analyses and planning issues.
  • Assists with ensuring compliance with federal, state, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
  • Attends meetings, conferences, workshops, and training sessions; and reviews publications and related material to become and remain current on principles, practices, and new developments in assigned work areas.
  • Provides guidance and general work direction to less experienced and/or lower-level paraprofessional and administrative staff.
  • Coordinates department and County projects and programs with other government agencies, civic and community organizations, professionals, consultants, committees, and others as appropriate.
  • Performs related duties as assigned.
SUPPLEMENTAL INFORMATION

The application review process will include screening to ensure applications are complete and meet all minimum qualifications. In addition to the application, the applicant is required to complete the Supplemental Questions to further evaluate their education, training and experience relative to the required knowledge, skills and abilities for the position. Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for the assessments listed below. Passing score is 70% out of 100%.

PLACEMENT ON THE ELIGIBLE LIST:
The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.

Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.

PRE-EMPLOYMENT MEDICAL REQUIREMENTS:
As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary. Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.

Designated classifications required to submit to an employment medical examination generally include those that are physical in nature or as may be required by law.
