The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Homeless Services and Housing (HSH) is seeking qualified candidates to fill emergency Health Program Analyst II vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Health Program Analyst II.

Essential Job Functions

Gender Based Violence

  • Coordinates cross-sector collaboration to develop and implement system improvements addressing domestic violence, intimate partner violence, gender-based violence, human trafficking, and homelessness.
  • Supports program design and procurement, including developing solicitations, contract documents, budgets, and onboarding providers.
  • Provides technical assistance on policies, regulations, and best practices to programs and providers serving impacted populations.
  • Analyzes multi-jurisdictional data and research to inform recommendations and improve service delivery outcomes.
  • Serves as liaison to service providers and stakeholders; facilitates engagement, gathers input, and synthesizes recommendations.
  • Develops and delivers reports, action plans, and presentations outlining goals, outcomes, and performance analysis.
  • Partners with internal teams to build capacity, secure resources, and implement program improvements.
  • Coordinates with County departments and public agencies to align programs, policies, and data systems.
  • Performs special projects and administrative assignments as needed.

Lived Experience

  • Leads program design and procurement, including developing solicitations, contract documents, budgets, and onboarding providers.
  • Manages the Community Liaison program, including contract oversight, technical assistance, and performance monitoring.
  • Serves as liaison to individuals with lived experience of homelessness; facilitates engagement, strengthens partnerships, and synthesizes feedback.
  • Develops and delivers reports, action plans, and presentations on lived experience initiatives and outcomes.
  • Partners with internal teams to build capacity and implement lived experience-informed program improvements.
  • Collaborates with County departments and agencies to strengthen and align lived experience engagement efforts.
  • Performs special projects and administrative assignments as needed.

System Coordination

  • Serves as liaison to providers, stakeholders, and individuals with lived experience to support engagement and communication of system initiatives.
  • Coordinates with County departments, mainstream systems, and internal teams to align services and address system gaps and barriers impacting homelessness.
  • Partners with providers to strengthen system connections, expand resource access, and improve service and housing outcomes.
  • Leads development and implementation of action plans to address system challenges and track performance outcomes.
  • Develops and delivers presentations and materials on system performance, outcomes, and effectiveness.
  • Collaborates with internal teams to implement improvements using data, stakeholder input, and best practices.

Older Adults

  • Coordinates cross-sector collaboration to develop and implement system improvements for older adults and individuals with disabling conditions experiencing homelessness.
  • Supports program design and procurement, including developing solicitations, contract documents, budgets, and onboarding providers.
  • Provides technical assistance on policies, regulations, and best practices and analyzes data to inform system improvements.
  • Serves as liaison to service providers and stakeholders; facilitates engagement and synthesizes recommendations.
  • Develops and delivers reports, action plans, and presentations outlining goals, outcomes, and performance analysis.
  • Partners with internal teams to build capacity, secure resources, and implement program improvements.
  • Coordinates with County departments and public agencies to align programs, policies, and data systems.
  • Performs special projects and administrative assignments as needed.

Requirements

Requirements to Qualify

Option I: A Bachelor's Degree* from an accredited college or university in a discipline related to the core business function of the department -AND- four (4) years of experience in the analysis of mental health, public health, or homelessness programs**, two (2) years of which must have been at the level of Health Program Analyst I***.

A Master's Degree* from an accredited college or university in a discipline related to the core business function of the department may be substituted for one year of the required experience under Option I.

Option II: Six (6) years of experience performing assignments in mental health, public health, or homelessness program analysis**, two (2) years of which must have been at the level of Health Program Analyst I***.

  • Experience in the analysis of a mental health, public health, or homelessness program is defined as the study and investigation of issues and problems of mental health, public health, or homelessness program development, implementation, administration, or evaluation and the formation of applicable solutions and recommendations.
  • Experience at the level of Health Program Analyst I is defined as participating in the planning, implementation, administration, and evaluation of mental health, public health, or homelessness programs.

You may still qualify even if your job title isn’t exactly the same as the ones listed. What matters is that your experience is at a similar level — meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.

License

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Class

II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Desirable Qualifications

  • Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
  • Experience working for a homeless, housing, and/or service provider and similar public agency.
  • Gender Violence: Experience supporting programs, projects, or initiatives related to domestic violence, intimate partner violence, gender-based violence, or human trafficking, including assisting with coordination, research, or stakeholder engagement.
  • Lived Experience: Experience supporting engagement efforts, programs, or initiatives that incorporate input from individuals with lived experience of homelessness or related systems.
  • System Coordination: Experience supporting coordination or collaboration efforts between multiple agencies, programs, or service providers to improve service delivery or program outcomes.
  • Older Adults: Experience supporting programs, services, or initiatives that serve older adults or individuals with disabling conditions.
