The LA County Board of Supervisors recently declared a local state of emergency for homelessness , and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Department of Mental Health is seeking qualified candidates to fill emergency Assistant Division Chief, Public Guardian, Mental Health vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Assistant Division Chief, Public Guardian, Mental Health.

Essential Job Functions

Assists in planning, organizing, directing, and evaluating the work of the division.

Assists in formulating policies and procedures for the administration of the division.

Assists in coordinating the work of the division with other divisions, in the Office of Public Guardian, with other sections of the Department of Mental Health, and with other departments.

Assists in the preparation of the division's annual budget.

Assists in maintaining liaison with a variety of officials and agencies on matters relating to the division's activities.

Requirements

MINIMUM REQUIREMENTS:

Option I: One year's experience as a Supervising Deputy Public Conservator/Administrator*.

Option II: Two years' experience as a Senior Deputy Public Conservator/Administrator**.

Option III: Three years progressively responsible experience in an administrative or staff capacity*** analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, or personnel, one year which must have been in a responsible capacity.

To qualify, applicant must currently hold or have held the Los Angeles County payroll title of Supervising Deputy Public Conservator/Administrator or Senior Deputy Public Conservator/Administrator for the required period of time.

Applicants must meet the above requirements at the time of filing in order to be appointed to fill any vacancies related to this recruitment.

License

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II: Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Special Requirement Information

  • Supervising Deputy Public Conservator/Administrator is defined as s upervises staff engaged in investigations, and the administration of conservatorships, guardianships and trust cases for the Office of the Public Guardian.
  • Senior Deputy Public Conservator/Administrator is defined as u nder limited supervision, performs investigative activities, as well as the most complicated and sensitive case management activities, related to conservatorships, guardianships and trusts in the Office of the Public Guardian.
  • Progressively responsible experience in administrative or staff capacity is defined as work refers to a series of job roles or tasks in which an individual gains increasing levels of responsibility, complexity, and autonomy in administrate functions over time.
