Job Purpose:
Performs specialized human resources related duties in the County Human Resources Department to include benefits, payroll, on-boarding, compensation, FMLA and Annual Open Enrollment. Assists with the daily administration and the implementation of the County’s health and dental plans for all active employees, retirees, and COBRA participants. Enrolls County employees in various benefit plans available through the County. Ensures that all employee-initiated changes are in compliance with Plan Document, SC State Retirement Systems requirements, County policies, Internal Revenue Service 125 plan regulations, and Federal and State laws.
Essential Duties and Responsibilities:
Conducts the new hire on-boarding process related to payroll, benefits, compensation and County Policies; and completes all employment related forms and ensures compliance. Interacts with Finance Department about employee’s time for payroll purposes; answers questions; provides assistance to Finance related to the information received from County departments. Handles all payroll transactions to include but not limited to demotions, promotions, terminations, and new hires. Calculates retroactive pay adjustments due to late/incorrect paperwork; ensures personnel action forms and POSN reports are distributed to the appropriate departments. Counsels employees in person and by telephone regarding insurance and retirement benefits utilizing of online information systems. Communicates explanations of benefits to employees. Coordinates the preparation, maintenance and processing of all benefits, claims and communicates with employees and insurance company representatives; coordinates enrollment procedures; assists employees in completing required forms and in resolving related problems. Enters/confirms elections in Fusion. Resolves customer problems; exercises judgment and discretion; independently makes decisions and conducts research under limited supervision. Manages the USSERA process for the county. Participates in the request for proposal insurance provided to County employees including the implementation of communication of the program. Coordinates annual Open Enrollment to include communication, scheduling, and monitor in each and every departments. Manages the Family and Medical Leave Act (FMLA) process for the County. Supervises the preparation of correspondence, reports and presentations concerning rules and regulations of benefits, eligibility and other related areas. Processes and works directly with vendors, death claims for members and beneficiaries. Performs functions of position under provisions of laws and regulations governing insurance and retirement benefits. Receives and/or reviews various records and reports such as benefit enrollment forms, retirement calculations, Family and Medical Leave status, personnel action forms, and new hire / employment forms. Reviews a variety of documentation such as yearly benefit guide, retirement estimates, and benefit statements. Performs other similar duties as required.
Pay: $56,804.07 - $61,348.40 per year
